Study On Handan Municipal Construction And Management During The War Of Liberation(1945-1949)

Handan’s municipal construction and management during the Liberation War period is an important historical event in the history of Handan’s urban development in modern times,which has a profound impact on Handan’s urban development.This paper focuses on Handan’s municipal construction and management during the Liberation War,and explores the situation of municipal construction and management after the Communist Party of China took over Handan,including: an overview of Handan’s municipal construction and management before liberation,the formulation and implementation of policies on Handan’s municipal construction and management after liberation,and an analysis of their effectiveness.The full paper is divided into five parts,which are summarized as follows.The first part is the introduction,which mainly describes the background and significance of this topic,including the important value of studying municipal construction and management and the special significance of choosing Handan as a city for research;secondly,it analyzes the current situation of domestic and foreign research on this topic,expecting to supplement the research on Handan’s municipal construction and management during the Liberation War;thirdly,it clarifies the research ideas and research methods of this topic,mainly relying on the literature analysis method to analyze various aspects of Handan’s municipal construction in a comprehensive manner;finally,it clarifies the important and innovative points of this topic.The second part gives a brief introduction to the municipal construction and management of Handan before the liberation of the city,taking as a clue the development of Handan towards the modern era,giving an overview of the development of the city in ancient times,the municipal situation in the late Qing Dynasty and the Republic of China,and the municipal situation during the Japanese rule.Handan has a glorious ancient history,which has kept the city under a halo,but in modern times Handan has faced a stagnant development,which only started to develop rapidly with the opening of the Beijing-Han railroad at the end of the Qing Dynasty.Whether it was the development of roads in Handan during the late Qing Dynasty to the Beiyang Government,the construction of postal and telecommunication facilities,or the development of urban economy and the construction of water conservancy facilities during the Republican Government,the changes in Handan in modern times can be seen.But the war of aggression waged by Japan brought a different situation to Handan,where transportation,urban construction and education developed during this period,but none of them served the war effort.This was roughly the case with the municipal construction of Handan before its liberation.The third section analyzes the development of municipal construction and management policies in Handan after liberation,including the urban construction policies of the Communist Party of China,the development of Handan’s municipal construction plans,and the establishment of urban management agencies.The main purpose is to look at the CCP’s urban policies for the newly liberated city through the macroscopic urban policies of the CCP,to understand the specifics of Handan’s municipal planning,and to recognize the key role of Party and government leadership in Handan’s municipal construction at the beginning of liberation.The fourth part focuses on the specific implementation of Handan’s municipalities and construction,which is divided into three main areas: urban public works,urban public utilities,and urban public management.In the area of urban public works,the construction of roads,bridges and public transportation,the improvement of urban embankments and roads and bridges after floods,the planning and management of urban residential areas,and the planning and management of urban landscaping are outlined;in the area of public utilities,the construction of urban public health,urban culture and education,and urban post and telecommunications are summarized;in the area of urban public management,the social order and social security,the management and reorganization of the city,and the development of urban commerce are summarized.In the area of public utilities,the construction of urban public health,urban culture and education,and urban post and right track,which was of great significance to the development of Handan.However,due to the limitations of the time and money,there are shortcomings in Handan’s municipal construction and management.By analyzing these effectiveness and shortcomings,we can find experience from history and learn lessons to make Handan’s municipal construction a better one.In conclusion,the municipal construction and management of Handan during the Liberation War turned a new page in the municipal construction of Handan in modern times.This paper studies the role of Handan’s municipal construction
