| In recent years,with the development of digital technology,Internet platform have been rapidly integrated into various fields of society,profoundly changing people’s way of production and life.Through the collection and mining of big data,the platform can integrate social resources,eliminate asymmetric information,improve transaction efficiency,and reduce the total social production cost.The characteristics of the Internet industry make platform have a natural tendency to monopolize,and the profit-seeking nature of capital accelerates the monopolistic expansion of platform.At present,the market share of head platform is relatively high,and there is a trend of ecosystem monopoly.Platform monopoly also causes many negative externalities at the industrial and social spheres,which brings risks to national economic development and information security.Marx believed that monopoly is a product of social and economic development to a certain stage.Internet platform have formed monopoly status precisely during the digital technology revolution and capital concentration movement,but this does not mean that monopoly behavior is bound to arise.The regulation of platform monopoly is not to limit the scale of market share of platform enterprises,but to prevent platform from destroying the normal order of market competition with the help of monopoly status in the market.Internet platform monopoly is different from traditional enterprise monopoly.The platform has the dual attributes of enterprise and market,deriving certain platform power and market power.The two are interrelated and intertwined,and have different degrees of influence in the market inside the platform ecology and outside the platform enterprise.The existing monopoly regulation model cannot distinguish well between the two,which leads to confusion in the regulation purpose,object and way,and there is applicability deviation.It is easy to fall into the quagmire of vague definition of relevant markets,difficulty in determining market dominance,and lagging review system of operator concentration,which cannot effectively deal with the complex and changing forms of monopoly.The regulatory process of Internet platform monopoly faces various challenges,which puts forward higher requirements for government regulation and urgently needs to optimize the regulatory path.Based on the advantages of China’s socialist system,a multi-subject collaborative regulatory mechanism should be established to reasonably delineate the responsibility boundaries of regulatory bodies,such as the government and third parties,and promote the platform’s compliant operation.At the same time,we should improve the relevant laws and norms,explore new regulatory tools,and improve the level of regulation.And we need to combine the operating mechanism and competition mode of the platform to prevent data barriers and capital chaos.While strengthening regulation,we should pay attention to the negative social effects of regulation,avoid excessive regulation and improper regulation,so as to maintain the platform’s innovative development environment,promote high-quality economic development and common prosperity of the people. |
