Nowadays,the competition between countries and regions has gone beyond the simple technical competition and market competition,and increasingly developed into the competition of core talent resources.In recent years,many provinces and municipalities in China have introduced reward and subsidy policies for talents in light of their own development needs,giving numerous preferential treatment in attracting,using and training talents.Since 2017,District A of Guangzhou has respectively issued Several Measures for the Innovative Development of Talents Gathering in District A of Guangzhou and Detailed Rules for the Implementation of several Measures for the Innovative Development of Talents Gathering in District A of Guangzhou,and introduced various types of talent awards and subsidies,aiming at promoting industrial revitalization with talents and promoting high-quality economic and social development.The main issue studied in this paper is to improve the performance of reward and subsidy policy for talents in District A of Guangzhou by evaluating the performance,analyzing the main reasons that affect the policy performance,and putting forward specific countermeasures and suggestions.This relatively scientific performance evaluation index system Refer to public policy life cycle theory,based on the logic of "policy formulation--policy implementation--policy performance",while using key index method and Delphi method to screen out 4 first-level indicators,11 second-level indicators and 31 third-level indicators in terms of policy formulation,policy implementation,policy output,policy effect,and Delphi method is used to select targets for each indicator as well.Through questionnaire surveys,interviews and official data acquisition,the performance score of reward and subsidy policy for talents in District A of Guangzhou was obtained after data analysis and calculation.The evaluation results show that the performance score of reward and subsidy policy for talents in District A of Guangzhou is 4.33,which is rated as a very high level of policy performance.According to the results reflected in the performance evaluation,such as the policy setting not fitting well with the industrial demand,the policy implementation rules are not clear enough,the carrying capacity of human resources is insufficient,the opinions and suggestions are put forward to optimize the performance of the talent policy in District A of Guangzhou from three aspects,optimizing the policy formulation,optimizing the policy implementation and optimizing the policy supporting.
