Research On Performance Evaluation Of Government Vocational Skill Training Subsidy Policy

While implementing the industrial development policy,Shanghai is also actively promoting the adjustment and updating of the industrial chain structure.The vocational skill training of high-tech talents needs the active and effective promotion of the government.Therefore,the performance evaluation of the preferential policies for vocational skills training in government departments is very important.At present,there is little performance evaluation of public service projects in China,and the national policy itself has its particularity.Therefore,the performance evaluation of the government under different characteristics is a difficult problem to solve.As a new thing in China,the evaluation methods of preferential policies for vocational skills training in government departments are also different.Therefore,in order to better achieve these overall goals,we must adopt professional performance evaluation methods,Combined with the current actual situation.According to the time sequence of performance evaluation of vocational skill training subsidy policy in district a of Shanghai,the whole process is divided into three parts.The first stage is the whole process of formulating the current policy,the second stage is the whole process of implementing the current policy,and the third stage is the actual effect of the current policy.First,evaluate the formulation of the policy,then evaluate the implementation process,and finally evaluate the effect after implementation.Therefore,this paper divides the vocational training subsidy policy into policy formulation,policy input-output and policy effect,and further determines the subsequent level division on this basis.This paper takes the five principles of "fairness,justice and openness","input-output principle","efficiency effect principle","democracy and service principle" and "responsibility principle" as the second-level evaluation standard,Delphi technology is used to clarify the weight value of each evaluation index system,and then a more scientific and reasonable evalueation index system is created.According to the discussion and analysis of the relevant information of Shanghai District A in 2020 and 2021,and combined with the opinions and research of relevant interest groups such as policy executors and policy beneficiaries,this paper obtains the advantages and disadvantages of the vocational training subsidy policy in district a in Shanghai in the process of policy implementation.From the three levels of current policy making,policy implementation and policy effect,this paper constructs the performance evaluation system of vocational training subsidy policy in district a of Shanghai,analyzes it from many aspects,hopes to be development-oriented,strengthen government supervision,establish a perfect policy evaluation system,conduct an empirical study on district a of Shanghai,and get the corresponding evaluation grade and performance score.
