Performance management is the important theme of current social management practice, which is widely used in business and government management, and government performance management under the world’s governments actively promote has obtained certain development. Performance evaluation of public policy is the important content of government performance management. It is also the important basis of level of government performance management. Setting up public policy performance targets is the premise and foundation of performance evaluation policy, which is the first step of performance evaluation of public policy, but at present our country government performance management research is more focused on performance indicators establishment, policy evaluation model construction, incentive system and methods, etc. For the performance of public policy objectives setting the attention is not much, but in our current country all levels of government in the process of establish performance goals of public policy has some deficiencies and defects, such as performance goals setting not clear, specific goals setting up no objective and target, setting up not comprehensive or scientific, etc.It has not form a unified performance goal setting up standard of public policy, so public policy performance evaluation is the lack of scientific and standardized performance goals to guide, which influence the scientific nature and effectiveness of policy performance evaluation results. Or it is not conducive to control administrative costs, improving administrative efficiency and quality of public service. Therefore, based on the analysis of the current public policy performance goals established on the basis of current situation and problems, combining the objective management and performance management, which aims to build a set of public policy design specifications, performance goals, and through the concrete application and inspection of the public policy, which provides the model basis for the performance of public policy objectives to set up, making policy performance goals to set up the specification is reasonable, promoting the development of government performance management.This paper theoretically discusses the overall performance goals setting up the basic theory of public policy, including public policy and performance, performance and goal, policy performance evaluation theory, government performance management theory, management by objectives, focused on interpretation of public policy and performance management, performance associated with the logic of management by objectives, and target management, introduced on the basis of performance management, finding the combining site, thus clear performance goals to set up the function and significance of the public policy, as the study of public policy performance targets and performance management to provide necessary theoretical basis. Secondly, this paper from the current practical performance of public policy performance targets setting up in China, summarizes the performance of public policy objectives set non-standard performance, and analysis the cause of these non-standard performance. Again, China’s public policy performance goals setting up normative ideas design, focused from establishing a main body, content, establishing indexes, set up procedures or method and so on the specific public policy performance target setting, form a unified, standardized policy sets up the system of performance targets. Finally, the performance of public policy objectives set up standard system applied in the specific public policy, verify the feasibility and scientific practice, and from the aspects of applications found in need of improvement, It makes the public policy performance goals setting up more complete specifications.
