The performance evaluation indicator system is an indispensable part of the performance evaluation of government departments,and its optimization directly affects the management effectiveness of a unit or organization.However,due to the complexity of the specific operation,the universality of the performance index system is insufficient.How to use the management theory scientifically and reasonably to establish a performance evaluation index system suitable for the department is still a recognized difficulty in the management academia.Zhangye Quality Inspection Institute is the first comprehensive state-owned inspection and testing institution integrating food,medicine,measurement and product quality inspection in Gansu Province,the first pilot unit for the reform of inspection and testing institutions in Gansu Province,and also one of the few public first class institutions in Gansu Province after the institutional reform.The work involved is relatively complex,and there are many inspection and testing centers under it,which are highly representative in inspection and testing institutions.Therefore,it has good applicability as a research object.Based on the new public management theory,this paper attempts to introduce the balanced scorecard,taking the Zhangye Institute of Quality Inspection as the research object,and taking the strategic map of the Zhangye Institute of Quality Inspection as the guidance,the internal and external evaluation perspective and the management and service concept of the Municipal Institute of Quality Inspection,to optimize and establish a set of scientific and reasonable performance evaluation index system,which provides a reference for the inspection and testing institutions of other public institutions to further improve the performance management system,The problems of relatively single evaluation subject and unbalanced indicator setting in the current performance appraisal of the quality inspection institute have been improved.With the goal of improving the performance management level of Zhangye Quality Inspection Institute and the purpose of optimizing its performance evaluation index system,this paper combs the current situation of Zhangye Quality Inspection Institute and the existing performance evaluation index system,analyzes and summarizes its main problems through discussion and questionnaire survey: the index system design is not systematic,the index system design is lack of objectivity,and the overall process of the index system is not standardized.Accordingly,by introducing the balanced scorecard as an evaluation tool,the strategic map of Zhangye Quality Inspection Institute is constructed,and the balanced scorecard applicable to the performance evaluation of Zhangye Quality Inspection Institute is designed from the aspects of service objects,internal business processes,learning and growth,and finance,and specific target values and implementation measures are set.Finally,a brief summary of the research content of the full text is made,and it is expected that the research of this paper can help improve the performance management level of Zhangye Quality Inspection Institute,and hope that the research results of this paper can provide reference for the performance management of other inspection and testing institutions of the nature of public institutions. |
