| Government Performance Information is the core element that infiltrates into the entire government performance management process,and it can be said that the quality of government performance information directly determines whether the government performance management activity can play its due role.However,with the advent of the era of big data,public officials are often confronted with different sources and different quality of government performance information.The utilization of government performance information by public officials is significantly affected by the abundance of performance data and its potential conflicts.Consequently,academic focus has been steadily shifting to what is high-quality government performance information,and how to effectively ensure the quality of government performance information.The study,based on the Perceived Value theory,constructs a government performance information quality measurement model from the perspective of information user perception,which composed of four dimensions: Intrinsic Quality,Extrinsic Quality,Situational Quality and Cost Quality.In conclusion,this paper offers some policy advice to enhance the caliber of government performance information based on the research findings.The empirical results indicate that the measurement index system of government performance information quality is a second-order structure that includes eight factors:reliability,easy understanding,conciseness of expression,easy accessibility,timeliness,completeness,usefulness and consistency of expression.Intrinsic Quality focuses on measuring the inherent quality of information,that is,the reliability and integrity of information;External Quality focuses on the simplicity and consistency of information expression;Situational Quality focuses on the degree to which information meets the needs of users,that is,the usefulness and timeliness of information;Cost Quality focuses on the user’s perception of the time and effort required to use the information,specifically accessibility and understanding.Further,the paper divides the system’s metrices’ weights,emphasizing that a major means of enhancing public officials’ willingness to use government performance information,is to improve their perception for the quality of government performance information.In order to ensure the authenticity and effectiveness of government performance information,it is necessary to establish a network platform with government performance as the core,improve the top-level design,clarify the responsible subjects and their functional scope for government performance information disclosure,and ultimately promote a virtuous circle of government performance information use by public officials. |
