Teachers are the foundation of education and the source of education.Primary school teachers are important guides for students to fasten the first button of life.At the same time,as the key core of teaching links,teachers need to practice and give feedback on various educational policies.Therefore,the construction of primary school teachers has an important impact on ensuring the steady implementation of relevant policies.Since the 18 th CPC National Congress,China has made detailed strategic plans for the construction of primary school teachers in all aspects.From the landmark Opinions on Comprehensively Deepening the Reform of the Construction of Teachers in the New Era issued in 2018 to the Opinions on Further Reducing the Burden of Homework and Off-campus Training for Students in Compulsory Education and the Plan for Strengthening Teachers in Basic Education in the New Era issued and implemented in the new situation and new pattern of education development in 2021 and 2022 respectively,all of them have made top-level design for all aspects of the construction of primary school teachers in Shijiazhuang urban area in the future,indicating the direction of future development.However,due to the limited scope and depth of team construction and other factors,Shijiazhuang urban primary schools are still facing the realistic dilemma of insufficient construction results in the aspects of teacher ethics and style,teacher management mechanism,professional quality training and occupational treatment guarantee.It is urgent to fully implement and promote the construction in accordance with the requirements of major national policy documents,and build the education that satisfies the people faster.This research is carried out step by step according to the main idea framework of ‘raising problems-analyzing problems-solving problems’.First of all,on the basis of clarifying the research background,reading a lot of relevant literature and determining the research methods,this paper analyzes the current situation of the construction of urban primary school teachers in Shijiazhuang City under the new situation,including the achievements and shortcomings,and then summarizes the key problems facing the construction of primary school teachers.From the four important dimensions of teacher ethics,teacher management mechanism,teacher professional quality training and treatment guarantee,the discussion is carried out respectively,including the needs to improve the construction effect of teacher ethics under the new situation,the imperfections of the teacher management mechanism,the needs to strengthen the teacher professional quality training efficiency,and the gap between the guarantee of teachers’ professional benefits and teachers’ expectations.Then,Smith’s policy implementation process theory,two-factor theory and CIPP theory were used for analysis,and the causes of the four dimensions were constructed respectively.The main reasons include the lack of in-depth implementation of the construction of teachers’ ethics,the failure of teachers’ management mechanism to fully adapt to the development needs of the new situation,the lack of teachers’ professional quality training in the face of the development requirements of the new situation,and the insufficiency of teachers’ professional treatment guarantee.On this basis,combined with relevant theoretical analysis,four dimensions of rational countermeasures and suggestions are put forward,including strengthening the depth and long-term construction of teacher ethics,deepening the reform of teacher management mechanism,improving the effectiveness of teacher professional quality training and strengthening the implementation of the policies of guaranteeing teachers’ professional benefits.By making full use of relevant theories and research methods such as investigation and interview,this study systematically analyzes the problems and reasons existing in the construction of urban primary school teachers in Shijiazhuang under the new situation,and provides countermeasures and suggestions for the construction of a high-quality,professional and innovative primary school teacher team,in order to provide reference for Shijiazhuang City to promote the quality and balanced development of teacher resources and to achieve2035 education modernization goals. |
