As the source of the revitalization of education,teachers shoulder an important mission and are the key force in the development of rural education.Rural Education is an important part of Chinese education system.The construction of rural teaching staff is a constant concern.Improving the overall quality of rural teaching staff as well as rural education has become an vital task of current education.To promote the development of rural education,the key is to optimize the construction of rural teaching staff.In Beidaihe New District,nearly three quarters of the population is agricultural and the existing primary schools belong to the category of rural primary schools.The number of the primary school students accounts for three quarters of the total number of the students,and more than half of the teachers are primary school teachers in Beidaihe New District.Therefore,The construction of the primary school teaching staff is the most important thing of the education in Beidaihe New District.The thesis takes the rural primary school teachers in Beidaihe New District as the research object.After hackling the relevant research literature,the thesis expounds the related theories and basic concepts of public administration.Besides,it analyses the data related to the construction of rural primary school teachers in Beidaihe New District.Furthermore,taking into account the research perspective of strategic development since the 18 th National Congress of the CPC,the thesis studies the advantages,disadvantages,opportunities and challenges of the construction of rural primary school teachers in Beidaihe New District,and comprehensively analyses the SWOT strategic mode of the construction of rural primary school teachers in Beidaihe New District.Finally,the thesis puts forward the ways to optimize the construction of rural primary school teachers in Beidaihe New District,namely,to stimulate the endogenous development momentum of rural education in the new area,to optimize the governmental functions of rural teacher construction,to improve the rural education and human settlement environment in Beidaihe New District,and to improve the management mechanism of rural primary school teachers,so as to break through the bottleneck in the construction of rural primary school teachers and achieve the goal of high-quality rural primary school teachers.In this thesis,literature research,statistical analysis,Cite Space visualization analysis,SWOT analysis and other research methods are adopted to focus on the advantages,disadvantages,opportunities and challenges of the construction of rural primary school teachers in Beidaihe New District from the perspective of strategic development since the18 th National Congress of the CPC.The optimization of rural primary school teachers is not only aimed at the teachers,but also the embodiment of the overall optimization of rural education,improving the administrative efficiency of the government,maintaining the stability of rural teachers and building a high-quality team of teachers to provide intellectual support for the development of Beidaihe New District.
