Education is related to the future of the country and the nation.Primary and secondary education is at the front end of China’s education chain,and its quality has an immeasurable impact on the quality of Chinese education.In the process of promoting the development of high quality primary and secondary education in China,it is one of the important measures to optimize the establishment management of teachers in primary and secondary schools.Specifically,preparation of management in the current fiscal support personnel shall,under the system of teacher preparation shows the primary and secondary school teachers as the national recognition of national staff identity,relationship to the primary and secondary school teachers’ income,social status and other vital interests,thus to promote the development of high education quality,realize the modernization of Chinese education development goals,It is imperative to strengthen the management of primary and secondary school teachers.Sichuan Province is a key province of southwest economic development in China,which is also the key point of teachers’ establishment reform in primary and secondary schools.J area is also universal in politics,economy,culture and education.Based on J area as the research scope,adopt the method of interview + questionnaire,on each school teachers in the area of management and execute status quo investigation,find J district primary and secondary school teachers prepare the loopholes in management,analyzed its reasons,and according to the country’s other successful cases to J district jurisdiction,the schools and the circumstances around the solving measures are put forward.At present,the main problems in the staffing of primary and secondary school teachers in District J are as follows: first,the total staffing is sufficient,but some schools are actually short of teachers;Second,the quality of teachers is low,and there is uneven distribution of quality;Third,there are defects in teacher structure and unreasonable regulation mechanism;Fourth,the establishment of urban and rural integration,but there is still a dual pattern of teachers.Based on the local difficulties in J area,combined with the experience of all parts of China,this paper puts forward effective measures for J area.First of all,to strengthen the overall allocation of county government,including: vigorously promote the "county management of school employment",strengthen the county government’s coordination of teacher staffing adjustment and teacher recruitment,promote the construction of the "turnover pool" of teacher staffing.Secondly,strengthen the management of teacher establishment,including: strengthen the supervision and inspection of teacher establishment,control the rate of teacher turnover in rural schools.Finally,improve the teacher incentive and exit system.The key to the construction of the teacher team lies in the staffing of teachers.The rational staffing of teachers is conducive to obtaining sufficient teacher resources and realizing the rational allocation of teacher resources.The in-depth study of teacher establishment management in primary and secondary schools will help to understand the current situation and development history of teacher establishment management in primary and secondary schools,and enrich the relevant theoretical results. |
