China’s trade union is the mass organization of the working class in which workers voluntarily united.Under the leadership of the Communist Party of China,it has played the role of a bridge linking the Party and the government closely with the workers in various historical periods.The 19 th National Congress of the Communist Party of China pointed out that the main contradiction in our society has been transformed into a contradiction between the people’s growing need for a better life and unbalanced and inadequate development.In the face of the new major changes of social contradictions and the needs of trade unions’ development,since the 15 th National Congress of Trade Unions,under the guidance of the Party Central Committee on the reform of mass organizations,around the basic function of serving the masses of workers trade unions have proposed to build "service-oriented" trade union organizations.In this process,trade union organizations at all levels in Hebei have carried out effective work such as the construction of public service facilities and the protection and support of employees’ rights,but there are also several outstanding problems:first,the level of some public services is low,the scope of employees is unbalanced and the total number is small;Second,the implementation of laws and regulations is not in place,and the awareness of serving employees is not strong;Third,the democratic construction of some trade unions is weak and cannot reflect the needs of employees;Fourth,the service facilities are poorly operated,the publicity is insufficient,and the role is not fully played.This series of problems directly affects the ability of trade unions to organize and serve employees and contact employees.Therefore,according to the current requirements of social development and the construction of public service system,combined with the relevant theories of public management,the relevant issues of building service-oriented trade union organizations in Hebei Province are studied.This study has very important theoretical and practical significance for giving play to the role of trade unions as a bridge,promoting the reform of trade union organizations in China,and giving full play to the participation of social organizations in social governance.With the title of "Construction of Service-oriented Trade Unions in Hebei Province",this paper focuses on the "service" function of trade unions and the actual situation in Hebei,using literature analysis method,case analysis method,questionnaire survey method to study the issues related to the construction of service-oriented trade unions in Hebei Province.Through research and analysis of relevant literature and materials,starting from the basic concepts and theoretical support of service-oriented trade unions,this paper analyzes the connotation and characteristics of the service functions of trade union organizations,and then finds out the historical,practical and policy basis for the construction of service-oriented trade unions through the development history,functional evolution and related case studies of trade union organizations participating in the provision of public services.On the basis,through the analysis of the current situation of trade union organization service projects in Hebei Province and the questionnaire survey,we can understand the satisfaction and demand of employees with the current service projects,find out the advantages and shortcomings of the current service functions of trade union organizations in Hebei Province,and then put forward countermeasures and suggestions for the reform of service-oriented trade union construction in Hebei Province.Under the framework of socialist trade union theory with Chinese characteristics,through the combination with the new public management theory,polycentric governance theory,and the theory of multiple supply of public goods,it can be concluded that in order to achieve the transformation of service-oriented trade unions,we must base on the political and mass nature of trade union organizations,give full play to it experience and policy flexibility and non-profit advantages,carry out differentiated and refined service work through online and offline combinations,purchase of third-party services and other forms.Only trade union organizations are further involved in the legislative and enforcement supervision of relevant laws;Further deepening the democratization of trade union public services;Further strengthen contacts and cooperation with professional social organizations,enterprises and universities;Further deepening the construction of "Internet + trade unions" can we truly improve the ability of trade unions to organize and serve employees.
