| The report of the 20th National Congress of the Communist Party of China proposes to comprehensively promote rural revitalization,deepen rural land system reform,and grant farmers more full property rights and interests.The primary and key to comprehensively promoting rural revitalization lies in revitalizing rural land elements,among which the effective utilization of rural homesteads is of utmost importance.With the acceleration of the urbanization process,more and more rural populations are migrating to cities and towns,and the situation of idle or semi idle rural residential land has gradually become a prominent social problem in rural areas.In recent years,Yinxingshu Town of Longnan City has taken the effective and active utilization of rural idle homestead as an important measure to promote rural revitalization,increase rural construction,and promote the increase of people’s income.Driven by village collectives,enterprises,individuals,and other different entities,rural idle homestead has promoted different forms of rural homestead revitalization,forming a diversified rural homestead revitalization model.Based on Eleanor Ostrom’s Institutional Analysis and Development framework,this article constructs an analytical framework for the mechanism of selection of rural homestead living patterns in Yinxingshu Town,exploring the impact of external variables such as natural material conditions,economic and social attributes,and institutional rules on the behavior choices of village groups,enterprises,and farmers,as well as under the influence of external variables,Action demonstrations and results feedback formed between participants with different characteristics and farmers around the selection of revitalization modes.In view of this,based on the current situation of rural residential site revitalization in Yinxingshu Town,this article divides the rural residential site revitalization into three modes,namely,village collective led revitalization,enterprise led revitalization,and individual circulation revitalization,according to the different entities involved in the revitalization.Using the analysis framework for the selection mechanism of rural residential site revitalization modes in Yinxingshu Town,it deeply analyzes the reasons for the selection of village collective led,enterprise led,and individual circulation residential site revitalization modes,It is concluded that in the village collective led mode of homestead land revitalization,active and promising village collectives rely on the development foundation of rural tourism,and have consistent interests and actions with members of the civil direct committee,village cadres,and farmers in terms of industrial development,idle resource revitalization,and income increase,reducing the relevant costs in the process of homestead land revitalization,ensuring the orderly progress of homestead land revitalization;In the enterprise led model of residential land revitalization,village collectives attract capable enterprises to participate in industrial development and residential land revitalization,and reach a revitalization agreement with farmers with strong willingness to revitalize residential land through agreement and consultation,effectively utilizing rural idle residential land;In the mode of individual transfer of residential land,the lessee and the owner of the residential land use free negotiation to transfer and activate idle residential land and idle rural houses for self living or operation,improving the utilization efficiency of idle residential land.At the same time,this article further explores the difficulties and existing problems faced by the external environment,participants,and the revitalization process under different revitalization modes,and puts forward improvement suggestions for creating a good external environment,strengthening the capacity building of participants,and constructing a diverse collaborative action platform based on actual conditions.The following conclusions have been drawn: First,there are significant differences in geographical location,resource conditions,and economic development in different rural areas.It is necessary to pay attention to the interactive feedback of multiple subjects,develop a suitable utilization model,and improve the system of residential land utilization in accordance with local conditions;Secondly,in the process of carrying out the active utilization of residential land,it is necessary to formulate practical village level plans to guide the active development and utilization of rural residential land,and ensure that the implementation of village level development and relevant policies for residential land activities are carried out in the targeted direction;Thirdly,the situation in rural areas is complex and diverse,with gaps between farmers.Different farmers have different feelings and dependencies on their own homestead.Only by allowing farmers to obtain real benefits through the active use of homestead can they stimulate their enthusiasm;Fourth,effective revitalization of residential sites requires greater government support,the formulation of incentives and subsidies for the active use of rural idle residential sites,the encouragement of attracting social capital to actively participate in the active use of residential sites,the strengthening of financial support,the protection of legitimate income,the strengthening of grassroots governance,and the resolution of risk conflicts,in order to effectively improve the quality and efficiency of rural residential sites.Through this study,it is expected to provide reliable reference for better promoting the active utilization of rural homestead sites in Yinxingshu Town,and provide case references for the effective utilization of homestead sites in other rural areas in Gansu Province and even the country. |
