| The report of the 19 th National Congress of the Communist Party of China proposed to implement the strategy of rural revitalization,which has far-reaching and significant historical,theoretical and practical significance.From a historical perspective,rural revitalization is to summarize the past and plan for the future at a new starting point.From a theoretical perspective,it is an important starting point for deepening reform and opening up,implementing the market economic system and systematically solving the problem of market failure.From the perspective of practice,it is proposed that the implementation of the rural strategy is to do a good job in the agricultural industry,protect and build the rural areas,serve the development and progress of farmers,effectively solve the practical problems encountered in the development of agricultural modernization and farmers’ development and progress,and determine the scope of the construction of a new socialist countryside.This paper has searched the existing research achievements in the field of rural revitalization and rural construction in China,used the literature review method to sort out the necessity,connotation,and problems of the implementation of the rural revitalization strategy,and concluded through analysis that the typical practices of the rural revitalization strategy need to be summarized,the content needs to be expanded,there is an urgent need to carry out interdisciplinary research in economics,education,management and other disciplines,and the need to deepen the summary of resource allocation theory Industrial integration theory,rural revitalization theory,public goods and other related theories,combined with the practical case of rural revitalization in Chengjia Town,and strengthened the research of systematicness,comprehensiveness and positivity,can truly implement the rural revitalization strategy and coordinate urban and rural development.Chengjia Town,Pujiang County,Chengdu City,relying on superior geographical conditions and green development advantages,is a model of green development and rural revitalization in the west with leapfrog economic and social development.The experience model of Chengjia Town’s rural revitalization exploration and practice can be summarized as follows: based on the system and mechanism,promoting industrial integration,green ecology,innovation driven rural revitalization.Its typical practices mainly include: innovating the resource allocation mechanism to activate rural superior resources,innovating the talent cultivation mechanism to stimulate rural endogenous power,innovating the rural governance mechanism to lay the foundation for effective rural governance,and innovating the industrial integration model to gather new drivers for rural industrial prosperity,The innovation of green ecology leads to the promotion of the transformation of rural green ecological value.Its enlightenment to the practice of rural revitalization in China lies in: we should pay attention to the sorting of rural revitalization system and mechanism,and strengthen the supply and implementation of rural revitalization system and mechanism;Pay attention to the development and cultivation of rural human capital,and break the bottleneck restriction of rural talents;Taking the industrial integration drive as the path,build the development trend of integration of agriculture,commerce,culture,tourism and sports,and accumulate the kinetic energy of industrial prosperity;Guided by green ecology,we will comprehensively promote urban and rural environmental governance,increase the supply of agricultural ecological products,focus on the transformation of rural ecological values,and release multiple agricultural values. |
