A Case Study Of The "Embedded" Community Governance Led By Party Building In Shuangliu District Of Chengdu

Chinese community requires an effective governance under a subject with great power of integration due to its heterogeneous structure and dispersed resources of Chinese communities as well as diversified needs of residents,and thus the grass-roots Party organizations play an indispensable role in governing Chinese communities.However,with the approach of the new era,the traditional ideas and models of Party building are not sufficient to promote the positive interaction among the government administration,the self-regulation of society and the self-governance of residents.The prominent problems are generally founded in the process of the community governance,such as “double-skin phenomena”(the inconsistency and discrepancy)in Party building and community governance,inadequate coordination of policy resources,poor integration of platform systems and the lack of cooperation between different governance authorities.The development of the social governance has been seriously hampered by the above-mentioned problems.This paper takes the case of the “embedded” community governance led by Party building in Shuangliu District of Chengdu as the object of analysis and research,thoroughly discusses the theoretical and practical significance of its governance model,and puts forward some suggestions as reference for other cities in China.In this paper,the research background and the relevant achievements at home and abroad are briefly introduced at the beginning,the research method and technical route are elaborated in detail,the dilemma of community governance led by Party building in Shuangliu District of Chengdu is analyzed and summarized,and the details of community governance of various economic and social structures in Shuangliu District are demonstrated by means of the on-the-spot investigation.Under the guidance of Good Governance and Embedded Theory and based on the analysis of the institutional system of effective community governance led by Party building in Shuangliu District,and are committed to exploring and converting the political and organizational advantages of the grass-roots organizations into a force to improve community governance,a practical and feasible way is figured out.Through this way,the Party organization should be embedded into the grass-roots governance in the structure,function,relation and cognition dimensions and serves as the mainstay in the grass-roots governance led by Party building.By strengthening the functional position of “One core and multiple elements” led by Party building,motivating the grass roots to integrate resources of community governance,exploring,innovating and refining the community governance mechanism,and improving the residents’ ability to participate in community governance,these four corresponding problems hindering the community governance led by Party building could be efficiently sorted out,and the continuous development of high efficiency and innovation of community governance in Shuangliu District could also be realized.
