Promoting industrial transformation and upgrading is a new requirement of China’s current development stage and an important step towards modernization in China’s economic development.With the introduction of "innovation,coordination,green,openness,and sharing",industrial transformation and upgrading have become an important force in promoting economic growth and social development.It not only improves traditional development models,but also provides strong support for promoting continuous innovation in science and technology.Since the 19 th National Congress of the Communist Party of China,there has been a more precise focus on the transformation and upgrading of industrial structure and the development of emerging industries.The positive effects of industrial transformation across the country,including further improvement of the industrial system,sustained economic growth,stable and harmonious social life,and significant improvement of the ecological environment,have greatly encouraged the government to continue promoting further industrial transformation and upgrading.Undoubtedly,the government plays a very important role in industrial transformation and upgrading.At the same time,as industrial transformation and upgrading is a long-term dynamic process,the government needs to continuously adjust its own behavior in this process to better promote industrial transformation and upgrading.At present,industrial transformation and upgrading have been proposed from different perspectives at both the national and provincial levels.This article takes the promotion of industrial transformation and upgrading in old industrial bases in Qingbaijiang District as an example,and uses government intervention theory,industry lifecycle theory,and new public service theory as theoretical foundations.It mainly analyzes the three transformations of government behavior during the transformation,upgrading,and adjustment periods of industrial development,shifting from centralized behavior to dominant government behavior The shift from dominant behavior to guiding government behavior,from guiding behavior to encouraging government behavior,and the analysis of the case based on the different focuses after each behavior change.By summarizing the main practices and experiences of promoting the industrial transformation and upgrading of the old industrial base in Qingbaijiang District,valuable experience and inspiration are provided for local governments to promote industrial transformation and upgrading.This article systematically analyzes the specific cases of the Qingbaijiang District government’s three transformations of government roles in promoting the transformation and upgrading of old industrial bases,and draws the following conclusion: the government should respect the laws of industrial development and adjust government behavior in a timely manner in the process of promoting industrial transformation and upgrading.During the transformation period,we will focus on clarifying industrial development goals,implementing more policy support,and increasing investment in capital;During the period of industry introduction,we will focus on making clear the development objectives of the industry,implementing more policy support and increasing capital input;during the period of industry growth,we will focus on recruiting more talent,more advanced scientific research,building more laboratories,more comprehensive industrial chain,and trying to create a better business environment,we will focus on continuous improvement,to achieve a higher standard of industrial structure,and the implementation of more effective service measures.
