To better address the issues related to agriculture,rural areas,and farmers("San Nong" in Chinese),General Secretary Xi Jinping proposed the strategy of rural revitalization in the report of the 19 th National Congress of the Communist Party of China.This strategy provides guidance for future work in the field of agriculture,rural areas,and farmers.The 14 th Five-Year Plan and the Long-Range Objectives Through the Year 2035 further emphasized the need to better integrate the achievements of poverty alleviation with rural revitalization.Alongside the proposal for the modernization of the national governance system and governance capacity,there is a need to explore grassroots governance in the process of promoting rural revitalization.In fact,the report of the20 th National Congress of the Communist Party of China put forward the comprehensive promotion of the strategy of rural revitalization.Various regions actively explored governance models in rural areas and communities,resulting in a number of advanced practical cases of grassroots governance in rural areas.Therefore,this article takes grassroots governance as the background of the study,with a focus on the discussion of the effectiveness of grassroots governance.It aims to analyze the approaches and outcomes adopted by the main subjects of grassroots governance in their implementation of governance,systematically summarize grassroots governance experiences,and provide references for further optimization of grassroots governance in the future.This article focuses on grassroots governance in Hade Ethnic Village,Heshui County.It is supported by theories of new public service,public participation,and grassroots governance.The research employs methods such as literature review,questionnaire survey,and interviews for analysis.Starting with an analysis of the current background of governance in Hade Ethnic Village,Heshui County,the article follows the "five aspects of governance" framework,which includes politics,autonomy,rule of law,morality,and intelligence.It systematically summarizes the specific practices and outcomes of grassroots governance in Hade Ethnic Village,and provides an organized review of the governance models used in the promotion of grassroots governance.Furthermore,it integrates and showcases advanced governance experiences that are worth disseminating and promoting in Hade Ethnic Village ’s grassroots governance.The article also enriches the field of rural governance in China by providing theoretical and practical references for the promotion and implementation of grassroots governance in various regions throughout the country.Research findings reveal several issues in grassroots governance in ethnic villages,including inadequate transformation of the functions of local governments,weakened organizational capacity,imperfect legal systems for grassroots governance in ethnic areas,insufficient provision of public services,and low enthusiasm for citizen participation in governance.To address these problems,the study draws insights from the specific practices and outcomes in Hade Ethnic Village,Heshui County,and analyzes the specific pathways in the "five aspects of governance." Based on this analysis,the following lessons can be learned: Strengthening the political leadership of the Party can unite governance forces.Emphasizing diverse governance can enhance the autonomy of local communities and invigorate governance processes.Building a solid legal foundation at the grassroots level can improve the rule of law and governance capacity.Upholding moral governance can guide the formation of a positive cultural climate at the grassroots level,thus enhancing governance momentum.Leveraging intelligent governance can promote the informatization of grassroots governance and effectively improve governance efficiency. |
