Research On Rural Cultural Construction Under The Background Of Rural Revitalization Strategy

Rural primary-level party organizations are the cornerstone of the party’s work,the foundation for the party to maintain a strong combat effectiveness,the front line for the party to publicize and implement its principles and policies,and the battle fortress for the party to unite the people and promote reform and development.Taking effective measures to improve the leadership of rural primary-level party organizations is not only an inevitable requirement for consolidating the Party’s ruling position in rural areas,but also a realistic demand for accelerating the modernization of rural governance.It is also a fundamental guarantee for the party to unite and lead the people to effectively implement the rural revitalization strategy and move toward the great rejuvenation of the Chinese nation.In order to promote the Party’s work in rural areas more effectively,improve the rural governance system,do a good job in agriculture-rural-farmers,and steadily advance the rural revitalization strategy,it should constantly pay attention to the political leadership,ideological guidance,mass organization and social appeal of rural primary-level party organizations.Therefore,it is particularly important to study the leadership promotion of rural primary-level party organizations.Throughout the research in related fields at home and abroad,it can be found that domestic and foreign scholars on the development of the leadership of Rural primary-level party organizations,which have the deep problems of research,is still insufficient.For example,there is no clear definition of the connotation of the leadership of primary-level party organizations,the theoretical basis of the leadership of the Party organizations is not deep and comprehensive enough,and the actual construction effect of a certain area is less summarized and sorted out.The article consists of three questions.Firstly,primary-level party organizations is defined as the leadership of primary-level organizations and leading cadres in the ruling system of the Party.It is the combined force of individual leadership and organizational leadership,and its connotation is divided into four dimensions: political leadership,ideological guidance,mass organization and social appeal.Secondly,it is dig the theoretical basis of Rural primary-level party organizations leadership research which from the Marxist classic writers,Chinese Communist Party leaders thought and discourse.And it is also pointed out that rural primary-level party organizations in leading the revitalization of rural organizations,cultural revitalization,talent revitalization,ecological revitalization,industrial revitalization have irreplaceable vanguard role.Finally,taking Shandong Province as an example,using questionnaire survey,interview,literature review and other methods,it is clear that some rural primary-level party organizations in Shandong Province are not perfect in their own organization construction,the ability and quality of Party members and cadres still need to be improved,the lack of innovation in working methods,the villagers’ consciousness of political participation is not strong enough,and the rural economic development is relatively poor.As a result,some rural primary-level party organizations have four major problems in the leadership: one is unable to effectively play the leadership function as the political core;the other is lack of cohesion and control of social ideology;the third is unable to deal with the relationship between Party members and cadres and the masses;the fourth is unable to effectively mobilize various resources to promote agricultural and rural construction.Through the in-depth analysis of the problems and reasons of the leadership of rural primary-level party organizations in Shandong Province,it points out four ways to build the leadership of rural primary-level party organizations in Shandong Province.First of all,it should make great efforts to strengthen the construction of institutions and teams,and constantly strengthen the learning ability,responsibility,enforcement and autonomy of rural primary-level party organizations.Second,it will strengthen the education and training of village cadres,broaden the channels for selecting and employing people,and create a favorable atmosphere that respects,encourages and tolerates the innovation and creation of cadres.Thirdly,it should innovate the working mechanism and methods of Party organizations,improve the grid management level in rural areas,and strengthen the deep integration of new media and primary-level party organizations.Finally,leaders of village Party organizations should assume the responsibility of leading the rural economic development,develop and strengthen the village collective economy,give full play to the leading function of rural primary-level party organizations in economic construction,build a rural economic security system,and gather a strong force for promoting rural revitalization.
