| The district government statistics,as the basic level government statistics,is the forefront of the statistical business in China.On the one hand,it implements the national,provincial and municipal statistical regulations,and completes the statistical tasks assigned by the superior statistical departments.On the other hand,it undertakes statistical investigation,statistical analysis,statistical consultation and statistical supervision of the whole district.The completion of grassroots government statistical business directly determines the quality of final statistical data.As district government statistics plays the significant role as a "barometer",it should be managed under the mode of constantly keeping pace with times,adapting to development needs and strengthening capacity building,identifying problems,analyzing causes and seeking solutions.In this study entitled "Research on The Statistical Management of A District Government in Qiqihar City",the author discusses the current situation of the statistical management of A District government in Qiqihar City through literature research,interview,system analysis and other research methods.After investigation,it was found that although A District has the objective conditions to carry out various government statistical businesses,its outdated statistical management model is no longer able to meet the development needs of the new era.Based on the analysis of interview results,the author analyzes the three aspects of problems found in the statistical management of A District Government in Qiqihar City,such as the irrational collaboration between the statistical office and other functional departments,low level of government statistical services,and mismatch between the quality of human resources in the statistical department and work needs.By analyzing the above problems,the author summarizes the causes of the government statistical management model needs to be optimized,the lack of initiative and predictability of statistical services,and the weakness of human resources management in statistical departments.In view of the above problems,combined with the “Annual Activities of Capacity and Style Construction”,cooperative system,new public management(NPM)and total quality management(TQM),improvement countermeasures were put forward.Firstly,the author suggests to break the situation of department information island and optimize the efficiency of statistical management.Secondly,the author suggests to fully consider the sense of participation and experience of the public,attempt new channels and content in government statistical services.Thirdly,the author suggests to attach the importance to human resource management,improve the enthusiasm of statistical staff and quality of statistical works.Finally,this study ends with the objective conclusion,as well as the perspectives of the future related research. |
