Research On Government Information Disclosure System In Public Emergencies

Nowadays,China’s politics,economy,culture and other aspects show a steady and orderly development trend.However,in the context of development,frequent public emergencies such as public health events,natural disasters and social security accidents have always exerted a significant impact that cannot be ignored on China’s overall economic growth and the orderly life of citizens.Due to the characteristics of abruptness,uncertainty and severe destructiveness of public emergencies,they often cause damage to citizens’ life and right to health,and at the same time affect social stability and development.Therefore,more and more scholars and government departments at home and abroad began to pay attention to the response to public emergencies.Among them,in the study and discussion of public emergencies,the importance of government information disclosure cannot be ignored and is of great significance.The past experience and lessons tell us that if the government fails to realize effective information disclosure,the development of events will tend to be more difficult to recover.Citizens will fall into panic due to various false information and rumors,which greatly increases the difficulty for the government to deal with public emergencies.By improving the government information disclosure system in public emergencies,improving the government’s response ability,integrating social resources and guaranteeing citizens’ rights,we can lay a solid foundation for further promoting the construction of China’s service-oriented government and the process of democratic rule of law.Based on this,on the basis of summarizing the research status at home and abroad,this thesis defines the specific research content and research path of this subject from five aspects.The first part of the thesis summarizes the public emergency and the government information disclosure system,and mainly analyzes the concept of public emergency and government information disclosure,the theoretical basis and the constituent elements of government information disclosure in public emergency.The second part combs the development status of the government information disclosure system,and it can be found that in the whole process of the change of the government information disclosure system,the occurrence of major public emergencies runs through it and plays a certain role in promoting the key nodes.At the same time,through exploring the motivation of the change,it analyzes the overall development trend of the government information disclosure system.The third part introduces two typical cases of public emergency,and elaborates the occurrence process of the event and the main problems existing in government information disclosure when dealing with public emergency.On this basis,the fourth part of the thesis analyzes the causes of the problems of the government information disclosure system in public emergencies.The fifth part puts forward the perfect path of government information disclosure system in public emergency.
