Research On The Changes Of Government Information Disclosure System In My Countr

With the development of government information disclosure for more than 40 years,China has established the system of government information disclosure with Chinese characteristics.According to the requirements of adapting to the new era,the State Council has revised the Regulations of the People’s Republic of China on the Government Information Disclosure System in 2019.This revision is guided by new ideas and concepts,comprehensively reviewed and summarized the more than ten years’ practice experience in the formal establishment of the government information disclosure system,and clarified the objectives and direction of government information disclosure.Reviewing the history of the implementation of the system of open government information,according to the different characteristics of each important node and each stage,this paper summarizes the change process of the system of open government information in our country into four stages:the period of initial exploration,the period of steady advance,the period of establishment and development,and the period of deepening and perfecting,and summarizes the characteristics of the whole system change,which has the characteristics of the combination of compulsory change and induced change,the colleague of times and gradual change,the coexistence of legal system and practice,and the coexistence of resistance and development.It is necessary to build a transparent government and a service-oriented government.Under the background of the promulgation and adjustment of the relevant national policies,the political participation of the public and the progress of internet science and technology,the system of government information disclosure is promoted to change,develop and perfect constantly.Finally,combined with the perfection of the system and the practice of information disclosure,this paper analyzes the practical value of the change of our government information disclosure system.
