Research On Government Information Disclosure In The Public Crisis In China

The current China is experiencing the critical stage of economic and socialtransformation. In such a crucial transformation period, government faces a range ofchallenges during the high-speed economic development, in particular, the challengeresulted in the public crisis caused by social contradictions and natural disasters.It iswell known that public crisis can not only cause enormous loss of the public and thewhole society, but also seriously impaired the social security and harmony. Inaddition, it can not only severely threaten the life and property security of the public,but also put forward huge challenges for the government. The significance ofinformation disclosure in dealing with public crisis has been paid great attention bythe Chinese governments.In contemporary society, with the development of high technology, the demandof information is getting increased. Information is indispensible in the social life.Government information disclosure in the public crisis, as the priority, developed onthe basis of the government information disclosure in the normal conditions. Publicpresents a higher demand of information and more attention on the government howto cope with events in the public crisis, due to the specificity of public crisis. The keyof information disclosure is to ensure the accuracy and timeliness of information,which can directly help to release the public panic towards public crisis, and furtherhelp to maintain the harmony and stability of the whole society. At present, theinformation disclosure in the public crisis has got remarkable achievements. However,there are a range of deficiencies existing in this area. Information disclosure in thepublic crisis can not equalize to disclosure the routine administrative information.Due to the urgency and sudden of public crisis, there is a series of special demands inthe government information disclosure.In this dissertation, the research object is focused on the five demands ofgovernment information disclosure in the public crisis. Followed the development ofgovernment information disclosure in current China, we analyze the main problemslying in this area. And on this basis, we analyze the reasons resulted in these problems from multiple level. At last, a set of proposals are put forward in the aim ofachieving further development in this area.
