Research On Customs Multi-Dispute Resolution Mechanism From The Perspective Of Collaborative Governance

Since the Fourth Plenary Session of the 19 th CPC Central Committee put forward "improving the comprehensive mechanism of multiple prevention,mediation and resolution of social contradictions and disputes",the establishment of multiple dispute resolution mechanisms has become an important content to improve the social governance system and enhance governance capacity,and has also become an important benchmark to measure the development level of the rule of law in China.With the continuous development of a society ruled by law,citizens’ awareness of rights protection is strengthened,and citizens’ legal autonomy is constantly enhanced,so it is imperative to strengthen the introduction of multiple dispute resolution mechanisms.Fair and efficient diversified dispute settlement mechanism of customs.can timely and properly resolve international trade and investment disputes between inbound and outbound units and individuals,and also provide important legal protection for the overseas development of Chinese enterprises.In the practice of reform for more than 20 years,it has been constantly absorbing new theoretical knowledge and debugging,which has given it a new connotation of the times.This paper analyzes the current situation of the insufficient role of the multi-dispute resolution mechanism in the customs system in view of the practical needs of China’s multi-dispute resolution mechanism,and combines the multi-dispute resolution mechanism in foreign customs systems to analyze the application of the multi-dispute resolution mechanism in the customs system by using the theory of collaborative governance,and discusses various dispute resolution mechanisms.It is proposed to form different levels of dispute settlement mechanisms in customs affairs,so as to promote the better settlement of customs affairs disputes,thus providing reference experience for improving the multi-dispute settlement mechanism in China’s customs system and enabling the multi-dispute settlement mechanism to play its greatest role in the customs system.
