A strong country must first strengthen agriculture,and only by strengthening agriculture can the country be strong.The report of the 20 th National Congress of the Communist Party of China clearly proposes to prioritize the development of agriculture and rural areas and accelerate the construction of an agricultural power,which further highlights the modernization status of agriculture and rural areas in the new era.As an agricultural and populous province,Shandong Province shoulders the important responsibility and historical mission of achieving agricultural and rural modernization.In this development context,the article starts from studying the current development status of agricultural and rural modernization in Shandong Province.Based on agricultural location theory,agricultural sustainable development theory,etc.,it constructs 20 three-level indicators of agricultural and rural modernization that are in line with the provincial conditions of Shandong Province from four dimensions: agricultural management modernization,rural construction modernization,farmers’ life modernization,and urban-rural development balance.Collect and calculate data on various indicators through relevant statistical yearbook websites and other channels,evaluate the agricultural and rural modernization of Shandong Province from 2007 to 2020 at the municipal level,analyze the evolution process of agricultural and rural modernization among different regions in Shandong Province,and reveal their regional differences and temporal characteristics.When analyzing the influencing factors of agricultural and rural modernization development,technical factors,economic factors,agricultural labor force participation,degree of openness to the outside world,and degree of industrialization are selected for examination.By analyzing the impact of indicators corresponding to technological factors,economic factors,agricultural labor force participation,degree of openness to the outside world,and degree of industrialization on the development of agricultural and rural modernization,this paper explores the mechanism of agricultural and rural modernization,with the aim of comprehensively promoting the development of agricultural and rural modernization.Research shows that: firstly,the overall development index of agricultural and rural modernization in Shandong Province has shown a continuous upward trend,with the upward trend of modernization of farmers’ lives,modernization of agricultural management,balanced urban-rural development,and modernization of rural construction slowing down in sequence,and showing significant spatial differences.Secondly,the overall development gap in agricultural and rural modernization in Shandong Province,as well as the development gap in the three major economic circles of the provincial capital,Jiaodong,and Lunan,has been narrowing year by year.The level of agricultural and rural modernization in the province has been gradually balanced year by year.In the short term,the differences between cities with different levels of agricultural and rural modernization cannot be avoided.Thirdly,economic development is conducive to promoting the rational allocation of resources and injecting new vitality into the development of agricultural and rural modernization.The modernization process of agriculture and rural areas in various cities in Shandong Province is also related to the development level of their surrounding areas.Fourthly,from the perspective of geographically adjacent cities,neighboring cities,and cities with similar economic development,technological progress and economic development have a distinct promoting effect on the modernization of agriculture and rural areas,while the participation of rural labor force,the improvement of openness to the outside world,and the degree of industrialization do not have a significant promoting effect on the modernization of agriculture and rural areas.On this basis,policy recommendations are proposed: firstly,coordinate the pace of development and achieve coordinated development of agricultural and rural modernization in Shandong Province;Secondly,optimize the labor structure to ensure the sustainable development of agricultural and rural modernization in Shandong Province;Thirdly,consolidate infrastructure and promote the higher quality development of agricultural and rural modernization in Shandong Province.
