Research On The Precision Supply Of Empty-nesters In Shanghai In The Era Of Digital Governance

With the continuous aggravation of population aging and the evolution of family structure,the scale of empty-nesters in Shanghai is constantly expanding,but their pension needs are more and more difficult to be fully met through family pension,so it is necessary to seek the supplementary supply of social pension services.In the face of the increasingly severe reality of the aging population and the increasing demand for elderly care,how to apply digital technology to provide more balanced,fuller and better quality and precision elderly care services has become the focus of urban digital governance and new public management.Under the guidance of the concept of digital governance,information technology helps the upgrading and transformation of the digital pension industry,accelerates the innovation of intelligent elderly care products,and changes the supply mode of elderly care services with smart elderly care,providing solutions for accurately meeting the needs of the elderly group.However,the diversification,personalized needs and technology acceptance of the empty-nesters all pose severe challenges to the precise supply of elderly care services.Therefore,it is the key to realize the precise supply of elderly care service for empty nesters to clarify the integration logic of digital governance concept and the supply of elderly care service,accurately identify the demand subjects of elderly care service and their differentiated demand content,and clarify the responsibility boundary of the precise supply subjects of elderly care service.Based on the theoretical basis of demand overflow theory and welfare pluralism theory,this study analyzes the pension responsibility of families,government,enterprises,and social organizations,and discusses the logic of accurate and diversified supply of empty nesters in Shanghai.For one thing,10 empty-nesters from Changning District,Chongming District,Xuhui District,Jing’an District and Songjiang District were deeply interviewed to sort out the current situation of the elderly care service demand of the empty-nesters in Shanghai and their demands for smart pension services.Secondly,through the field research of Shanghai typical streets and the digital transformation work leading group,the content of the precise supply of empty-nesters elderly care services and the promotion status of smart elderly care in Shanghai are revealed.Combined with the current situation of precision supply and demand of empty nesters in Shanghai,the existing problems and causes of precision supply of elderly care services are analyzed,and then the path and direction of precise supply of empty nesters elderly care services in Shanghai are discussed.Through the analysis of the research and interview data,it is found that the precision supply of elderly care service for empty nesters in Shanghai mainly has some problems,such as the unclear responsibility boundary of supply organizations,the imbalance of precision supply and demand structure of elderly care service,the fuzzy identification of precision supply and demand,and the low standard of precision supply service.All the above reflect the common problem that the actual supply of pension services and the real demand are not precise.The deep reasons are mainly the following three points: The allocation of pension service resources is not precise;the supply and demand connection is not precise;the pension service process supervision is not precise.In view of the above problems and reasons of elderly care service supply,this study finally puts forward the countermeasures and suggestions to further improve the precise supply of elderly care services: First of all,in terms of precise resource allocation,the government should give full play to the advantages of digital platform and optimize the precise allocation of elderly care service resources.Secondly,in terms of precise supply and demand connection,the government should innovate digital service methods to promote the precise connection between the supply and demand of elderly care services.Finally,in terms of the precise process supervision,the government should improve the digital governance norms and implement the precise supervision of the elderly care service process.
