Research On The Integretion Of Basic-Level Party Organizationgs Into Community Governance In The New Era

With the continuous advancement of urbanization and the influx of a large number of people into the city,urban communities,as the most basic organizational unit and residential space of urban governance,are an important part of grass-roots governance.However,due to the chaos of property management,the inaction of the property committee,and the complicated management of contradictions in its governance,it seriously affects and restricts the development of the community and cannot satisfy the residents’ yearning for a better life.In the past practice of community governance,a "troika" common governance structure composed of community residents committees,owners committees and property companies has gradually formed.However,due to the existence of a certain degree of contradictions and problems in interest demands,division of affairs,institutional mechanisms,etc.,the governance of a considerable part of the community is inefficient and has fallen into a governance dilemma.Therefore,it is urgent to explore and improve the governance path of the community to help the community improve its governance capabilities and promote its development.Since the 18 th National Congress of the Communist Party of China,the party and the country have attached great importance to the role played by grassroots party organizations in grassroots governance.How to promote the construction of grassroots party organizations,consolidate the party’s ruling foundation,and how to play the role of grassroots party organizations in grassroots governance are issues that grassroots party organizations and grassroots governance have been exploring.As General Secretary Xi Jinping said: "The key to managing China’s affairs lies in the party." As the core of the leadership of the socialist cause,the Communist Party of China integrates it into the governance of the community,and plays its role in leading,supervising,and serving the masses,which is of great significance for solving the current dilemma of community governance.However,in practice,we found that the role of grassroots party organizations in the process of integrating into community governance has not been brought into full play.Most community party branches are useless in community governance,which is not only detrimental to the development of grassroots party organizations in the community,but also to the construction of happy and beautiful communities.Therefore,this paper takes the grassroots party organization in the community as the research object,and selects three communities in PT Street in Chengdu as the research object,On the basis of defining the core concepts and analyzing the theoretical basis,it expounds the necessity and feasibility of integrating the grass-roots party organizations into community governance.Based on the investigation of the cases,it is found that there are three main types of paths for grass-roots party organizations to integrate into community governance,namely,community-dependent,relatively independent,and deeply integrated,these three different types of integration paths have promoted the improvement and development of community governance to varying degrees.But at the same time,we also found that the grassroots party organizations also faced some problems in the process of integrating into the community governance,which restricted the role of the grassroots party organizations in the community governance.These problems are mainly due to the unclear positioning and position of grassroots party organizations in community governance,the need to improve their combat effectiveness,the relatively weak mass base,and the need to improve governance efficiency.Based on this,in order to better promote the construction of the community party organization and promote the improvement of the governance efficiency of the community party organization,the author proposes to issue relevant guiding opinions,strengthen the construction of the grass-roots party organization,consolidate the mass foundation of the party organization,and improve the governance capacity of the grass-roots party organization.
