Research On The Impact Of “CPS’s Party Building Into Articles Of Association” On Corporate Social Responsibility

CPC’s party organization’s participation in corporate governance is an institutional arrangement of corporate governance with Chinese characteristics.Since the eighteenth Congress,in order to continue to strengthen the construction of the CPC’s party organization,reduce the grassroots party organization has weakened,falsified,marginalized,such as unhealthy phenomenon,relevant government departments have issued a series of documents and administrative regulations to promote wholly state-owned companies,state-owned companies and state-owned holding company to carry out the “CPC’s party building into articles of association” work,By stating in the articles of association of the CPC’s party organization’s responsibility and authority,institutional setting,operation mechanism,basic security and other important matters of party construction work,to ensure the legitimacy and legitimacy of the CPC’s party organization’s participation in corporate governance,can have a significant impact on the production and operation of enterprises and economic decisions,and then actively respond to national policies.Poverty alleviation is a major decision and plan made by the CPC Central Committee and a major strategic measure to eliminate absolute poverty and gradually realize common prosperity.Enterprises’ participation in the national strategy of poverty alleviation can effectively give play to their unique advantages in resources,market and management,which is a new form of enterprises’ fulfillment of social responsibility at present.Based on corporate involvements in China’s poverty alleviation campaign from 2016 to 2019,this paper investigates the impact of “CPC’s party building into Articles of Association” on corporate participation in poverty alleviation campaign.The results show that:(1)the “CPC’s party building into Articles of Association” enhances the degree of implementing the national strategy of poverty alleviation campaign;(2)the “CPC’s party building into Articles of Association” of both state-owned enterprises and private-owned enterprises promotes corporate participations in poverty alleviation campaign,but “CPC’s party building into Articles of Association”has a greater impact on the participation in poverty alleviation campaign for private-owned firms;(3)When the enterprise is close to the country-level poor county,the “CPC’s party building into Articles of Association” will promote the enterprise to participate in poverty alleviation;(4)“CPC’s party building into Articles of Association” significantly promotes firms’ participations in“hematopoietic” industrial poverty alleviation,and these firms also have higher willingness to follow up poverty alleviation;(5)the heterogeneity analysis shows that the motivation of political promotion and the regional political atmosphere can influence the promoting effect of “CPC’s party building into Articles of Association” on firms’ participation in poverty alleviation campaign;(6)the channel test shows that the “CPC’s party building into Articles of Association” can improve the proportion of firms’ CPC’s party committee members embedded in the board of directors,and promote the integration of firms’ party building work and operating management;(7)The analysis of economic consequences also found that enterprises’ active participation in poverty alleviation can improve their future business performance.The conclusions lay a certain theoretical significance for improving the corporate governance and strengthening the construction of grassroots party organizations,and have important practical enlightenments for how to effectively promote enterprises in the post-poverty alleviation era to “realize consolidating and expanding the effective connection between the achievements of poverty alleviation and rural revitalization”.
