Party Organization Governance And Targeted Poverty Alleviation

As a unique governance mode of state-owned enterprises,the Party organization participates in corporate governance through the system of "two-way entry and cross-serving".Specifically,party members are appointed to the boards of directors,boards of supervisors and senior executives of state-owned enterprises in accordance with legal procedures,or participate in corporate governance by the way that the party secretary concurrently serves as the chairman of the board,thus influencing the relevant decisions of enterprises to undertake targeted social responsibility for poverty alleviation.The impact of this governance mode on targeted poverty alleviation needs to be further studied.Based on the above background,this thesis focuses on the state-owned listed companies in 2016-2020 as the research object,collect the relevant data of the party organization governance by hand,and theoretical approach and empirical approach,based on the "crossing",two-way access,the specific system,analysis of the party organization in the governance of enterprises accurately what impact on poverty alleviation decision-making.The results show that,(1)The "two-way entry" of party organization and governance has a positive impact on targeted poverty alleviation investment of enterprises;(2)The "cross-serving" of party secretary and chairman has a positive impact on targeted poverty alleviation investment of enterprises;(3)Official promotion pressure positively moderates the relationship between Party organization governance and targeted poverty alleviation.Further analysis shows that under different scenarios,the participation of party organizations in the board of directors,board of supervisors or senior management can improve the investment intensity of targeted poverty alleviation.When party organizations participate in governance,enterprise poverty alleviation types are more diversified;Compared with other types of poverty alleviation,the party organization participation in governance can improve the input of industrial poverty alleviation;When party organizations participate in governance,state-owned enterprises are more likely to follow up poverty alleviation.The research results provide empirical evidence for improving the governance level of state-owned enterprises and giving play to the benchmarking role of targeted poverty alleviation of state-owned enterprises.The research significance of this thesis lies in that this thesis opens the black box of Party organization governance by discussing the specific mechanism of how party organization participation in governance affects enterprise decision-making,and further enrichis relevant literature on the effect of Party organization governance and the influencing factors of enterprise targeted poverty alleviation.
