Local Governments At The County Level People’s Congress Supervision Effectively For The Problems Research

As the fundamental political system of our country,the people’s Congress system is also the main way and the highest realization form for the people to be the masters of the country.The people’s Congress includes five levels:national,provincial,city,county and town.The county and town level people’s Congress is the basic level people’s Congress.The deputies to the people’s Congress are directly elected by the people at the county and town levels and are authorized by the people to exercise state power.The power of supervision is the most important and frequently used power of the county people’s Congress.With the continuous improvement of laws and regulations,especially the surveillance law by the standing committee of the people’s congresses at various levels of the People’s Republic of China worked out,the exercise of the supervision power of the people’s congresses has become increasingly standardized and plays an important role in China’s supervision system.This paper takes the external supervision of the local government’s effective performance of duties as the research object,and by means of literature research,interview research and case study,it is committed to exploring the Countermeasures for the innovation of the supervision system of the county people’s Congress.The results show that there are some problems in the implementation of the effective performance supervision system of local government,including the weak consciousness of the supervision subject,the insufficient supervision,the insufficient exertion of the supervision authority,the financial supervision and the effect is not significant,and part of the National People’s Congress on behalf of the role and level is not high,imperfect supervision process,the lag of the construction of the county people’s Congress itself,the imperfect laws and regulations is the cause of supervision weakening and others problem.In this regard,the paper argues that promoting National People’s Congress on behalf of the full-time,improving the people’s congress supervision process,strengthening the construction of the National People’s Congress and improve the existing laws and regulations four dimensions to strengthen supervision of the NPC.
