Study On The Implemention Of Supervision Function By The People’s Congress Of Zhuozi County,Inner Mongolia

The People’s Congress system is a fundamental political system of our country.Upholding and improving this system is an important part of developing socialist democracy,improving the socialist legal system,building socialist political civilization and building a harmonious socialist society.As the Constitution says,’All power in the People’s Republic of China belongs to the people,and the organs through which people exercise state power are the National People’s Congress and the local People’s Congress at various levels’.The power of supervision is an important power entrusted by the constitution and the law to the local People’s Congress and their standing committees.The effective exercise of the supervisory power of the county-level People’s Congress is an inevitable requirement for comprehensively implementing the rules of law and building a socialistcountry under them.It is also an important part of completing the system of People’s Congress,developing socialist democracy and building socialist political civilization.At present,in the supervision process of the county-level People’s Congress,due to some problems in the system,mechanism,laws and regulations,political culture and the self-construction of them,the role of supervision power has not been fully played in practice.It is of great theoretical and practical significance to conduct a systematic study on the supervision power of the county-level People’s Congress and find a way out to solve the dilemma of it,so that the supervision power of the county-level People’s Congress can play its due role.Based on this,this paper takes Zhuozi county of Inner Mongolia as an example,and makes a systematic analysis of the basic problems of the supervision power of the county-level People’s Congress.First of all,the basic theoretical problems of the supervision power of the county-level People’s Congress are expounded.Secondly,the status quo of the supervision function of the People’s Congress of Zhuozi county is analyzed.Thirdly,the problems existing in the implementation of supervision function by the People’s Congress of Zhuozicounty are sorted out,and the reasons for the problems are analyzed.Finally,some suggestions and measures are put forward to resolve the dilemma of supervision by the county-level People’s Congress,so the supervision power of county-level People’s Congress can play a better role in practice.
