| As government departments promote the informatization reform and the in-depth integration of "Internet + Government Service",more and more government service departments have the need to use information technology to assist or replace traditional government processes.Among them,the combination of the original process and new technologies is the most urgent.Take the household policies service department as an example.Under our country’s current household policies management institution,there are a wide variety of household policies business types.It is difficult for the masses to quickly find enough information through public channels in advance,which leads to repeatedly go offline to confirm that the materials are correct and wastes a lot of time for both the masses and the staff.In addition,considering that it is difficult for most people to be present to handle offline business during working hours,it is also necessary to provide a solution to implement a 24-hour "nomeet" household policies service.In this paper,based on the actual project commissioned by the household policies department of the public security branch of N City Q District,the design and implementation of a type of household policies service system allows the masses to apply for business online,and the staff online pre-audit whether the relevant materials for the business are complete,after passing the pre-audit,the masses can deliver the materials to the offline household policies cabinet,otherwise the masses will be reminded of the lack of materials.This solution realizes the all-day "no-meet" processing and avoids both the masses and the staff from wasting time to repeatedly confirm whether the materials are complete.More importantly,this paper also studies the use of swarm intelligence algorithms to optimize the process of returning materials by the household policies cabinet administrator.Firstly,by measuring the site layout and cabinet structure,the corresponding coordinate system is established,and the mathematical model is established by combining the three assignment principles.Then,the multi-objective optimization is converted to the single-objective optimization through the weighting method,and the Discrete Binary Particle Swarm Optimization Algorithm improved by the Genetic Algorithm is used to solve the assignment result.After that,in view of the Discrete Binary Particle Swarm Optimization Algorithm’s global search ability is not so good,combined with the Firework Algorithm with strong global search ability,a hybrid algorithm is proposed to solve the assignment result.Finally,the results of simulation experiments and comparative experiments show that compared with the general Discrete Binary Particle Swarm Optimization Algorithm,the accuracy and reliability of the improved algorithm and the hybrid algorithm are improved.Especially the hybrid algorithm,which can converge to the global optimal solution in less generations.By using this algorithm,the traditional random assignment or sequential assignment can be abandoned.To sum up,the household policies service system designed and implemented in this paper reduces the time expenditure of both parties in business processing and expands the service time of related departments without destroying the original business process.At the same time,the storage location assignment based on swarm intelligence algorithm is also more conducive to relevant staff to carry out their work and improve the operating conditions of the equipment. |
