In recent years,the international situation has been turbulented and wars have continued in some areas.Military frictions have continued to occur in various territorial waters of our country,which have repeatedly threatened the security of territorial waters.Improving maritime strategic capabilities is crucial to safeguarding maritime rights and interests.Research on the optimization of maritime strategic projection is of great significance for responding to maritime security threats and safeguarding national strategic rights and interests.However,most of the current research on maritime strategic projection is qualitative research,and more in-depth quantitative research is relatively lacking.Firstly,this article sorts out the domestic and foreign literature on strategic delivery,emergency resource scheduling,site selection and routing issues,and summarizes its research status.On this basis,it elaborates on the implementation of maritime strategic investment based on land-sea combined transportation.The necessity and feasibility of sending optimization research.Secondly,the theories related to the maritime strategic projection problem studied in this paper are summarized,which provides a theoretical basis for the construction of the model.Thirdly,through the analysis of the particularity of the land-sea combined transport and maritime strategic delivery and the entire delivery process,the choice of reloading ports at the onshore stage and the corresponding relationship between them and the departure places,and the ship-to-personnel at the sea stage are established.With the allocation of the equipment loading quantity and the planning of the ship’s navigation route as variables,the time optimization model with the shortest total delivery time as the goal is designed,and a hybrid ant colony algorithm fused with genetic algorithm is designed to solve the model.Finally,based on the maritime strategic projection of Chen Hang Island in the South China Sea,a reasonable calculation example was designed.Through the analysis of the calculation example and the comparison of the algorithm,a reasonable maritime strategic projection plan was obtained,which verifies the correctness and effectiveness of the designed algorithm.
