Research On The Reconstruction Of Grassroots Natural Resource Law Enforcement And Supervisory Institution

In recent years,various behaviours of non-compliance and lax law enforcement have occurred from time to time in the field of natural resource enforcement,which comes with several outstanding problems including arable land violation,government violation,and failures of the grass-root supervision and law enforcement agency construction.With the deepening of the government system reform at the macro level,the administrational law enforcement reformation has also reflected further lowering of functionalities and further concentration of the responsibility.Currently,the research area has proceeded into the essential part of the administrational reformation.However,due to the lack of supporting guidelines and typical role model cases,the reform of grass-root natural resource law enforcement and supervisory institutions is still in the exploration stage.The essay will start by analyzing the reformation history and reality of the natural resource law enforcement,and clarifying the purpose of the reconstruction designing of the institution: to solve the problems of unclear functional boundaries and chaotic personnel arrangements,on the other hand,to serve the administrative law enforcement of constructing local the overall picture of the system.This research investigates the practices of four typical district and county level natural resource supervisory agencies in Guangdong,adopting sampling analysis to ensure the construction system of the original land law enforcement and supervisory institutions.By researching the internal responsibilities of the regional natural resource law enforcement and supervisory institutions,reshape their functionalities,determine the type of internal organization using impact factor analysis,put forward construction suggestions,and further analyze their personnel arrangement to provide a reference for the decision-making of natural resource supervisory departments...
