| Reducing the burden of education is an important goal that has been repeatedly mentioned since the founding of New China.With the continuous deepening of the education burden reduction policy,the "double reduction" policy was officially implemented in 2021,and the after-school services in the school also entered the guarantee implementation phase.The contradictions and problems between school supply,the difference between students’ own needs and the school’s attention,and the disparity of interest demands between after-school service teachers and schools plagued many of junior high schools in Shanghai during the conduct of the "double reduction" policy.Scrutinizing previous scholarships on after-school services in schools,the research objects are mainly primary schools,and the role of students and teachers in after-school services in schools is often ignored in the research process.Based on the power-interest model in the stakeholder theory,this study draws a map of after-school service stakeholders in schools,divides them into core,important,and peripheral stakeholders,and then analyzes the relationship between their interests and power.The data was collected through teachers’ interviews,students’ interviews,school administrators’ interviews,and parents’ questionnaires.In the process of collecting and sorting data,the method of grounded theory was used to openly code the transcripts of school administrators,teachers,and students,to conceptualize and categorize the original data,and to obtain initial concepts and categories.On the basis of the existing concepts and category,the axis coding is carried out to obtain the categories.Finally,the obtained main categories are selectively coded to obtain the core categories.By analyzing the power and demands of various stakeholders through the powerinterest matrix of the stakeholder theory,the specific contradiction of deviation in policy implementation is obtained,and four groups of conflicts of interest are analyzed based on the internal motivation of policy implementation deviation: the power game between Macro managers,the government and the micro-manager,the-school;the conflict of interest between the school administrator and the teacher;the conflict of interest between the school and the parents;the impact of students’ interest appeal.Based on the data analysis above,this study proposes three promotional strategies for after-school services in schools: 1.Strengthening the implementation of supporting measures from the perspective of the school and reinforcing the supervision and feedback institution;2.Based on the interest coordination institution of stakeholders,establishing a multi-stakeholder interest coordination institution of the relationship between schools and teachers,schools and parents,and schools and the students;3.Optimizing resource allocation and innovating after-school service measures. |
