A Study Of The Welfare Stigma Effect In Urban Minimum Living Allowance System

To the studies on social assistance in developed countries,such as Europe and the United States,it could be found that getting benefits causes stigma among welfare recipients,and this welfare stigma is one of the main reasons why citizens abandon welfare programs with household surveys provided by the government.However,during the practice of Chinese current urban minimum living allowance system,the phenomena such as "competing for the allowance"," clamor to the allowance" appear.So,is there a "welfare stigma" in the practice of Chinese current urban minimum living allowance system? Chinese scholars do not have consistent opinions in this regard,and various views are controversial.Some scholars believe that there is a strong welfare stigma,some believe that there is a weak welfare stigma,and some scholars feel that welfare does not cause stigma,but is proud of getting welfare.Therefore,studying whether there is a welfare stigma in the implementation of Chinese urban minimum living allowance system will determine the future improvement direction of this urban minimum living allowance system.For the study of this problem,it is necessary to further improve the research method to obtain more scientific conclusions.Based on the analysis of the literature on "welfare stigma",this paper conducts qualitative research on two communities in J Street,Jingan District,Shanghai through grounded theory to explore whether there is welfare stigma and possible mechanism.Then demonstrate the conclusions in the qualitative study whether are accurate by the propensity score matching method(PSM)in selecting the urban data of the "2017Household Survey Project for Urban and Rural Families in Difficulty".Through the study,it is found that in the practice of Chinese urban minimum living allowance system.The beneficiaries do not feel the personal stigma,social stigma and institutional stigma.that means that there is no welfare stigma in Chinese urban minimum living allowance system.The stigma felt by some poor people stems from the stigma of the relevant characteristics of poverty itself,not the welfare stigma brought about by getting the allowance.Therefore,this paper makes suggestions for Chinese urban minimum living allowance system.There are improving the verification method in the Chinese urban minimum living allowance system,introducing third-party institutions to strengthen the implementation of the Chinese urban minimum living allowance system,and formulate diversified relief methods to improve the poverty alleviation ability of the beneficiaries.By implementing these measures to make the Chinese urban minimum living allowance system to maintain the fairness and justice during protecting the privacy of the beneficiaries,to reduce the impact of poverty stigma on the poor groups.
