A Study On The Governance Mechanism Of The Conflict Of Petitions At The Grass-Roots Level In Chongming District Of Shanghai

At present,our country is in the special background of social and economic transition,the social field contradictions are presented in a large amount,various kinds and high degree of complexity.How to effectively solve complex social contradictions and maintain social stability has become an urgent governance problem.As one of the important issues in the national governance system,the management of complaints and visits at the grassroots level is an important way for the Party and the government to keep close contact with the people,understand the social situation and public opinion at the grassroots level and resolve disputes and contradictions at the source.However,in the face of the complexity and instability of the governance environment,the contradiction management of grass-root letters and visits has resulted in a low resolution effect and a low resolution degree,which is highlighted by the increasing number of letters and visits from various places,agglomeration petitions and cross-grade petitions.Especially with the penetration of the Internet and other emerging technologies and the emergence of the diversified interests of the masses,the forms of complaint and petition are constantly upgraded,and the contradiction of grassroots complaint and petition is constantly intensified.Therefore,Chongming District of Shanghai seized the opportunity of petition reform,changed the thinking of grassroots petition work,innovated the way of petition,explored the mechanism of complaint complaint contradiction management at grassroots level,and made efforts to achieve the goal of “resolving the complaint complaint contradiction at grassroots level in small and local”.However,there are also a series of problems to be solved in the process of grassroots governance.This paper focuses on how to solve the contradictions between letters and visits at the grass-roots level in H town,Chongming District.First of all,the background and significance of the grassroots petition contradictions are understood and written,and the relevant literature on petition governance at home and abroad is summarized and summarized in the process of literature review,this paper chooses the“Coordinated governance theory” and the “Limited government theory” as the entry points to discuss the overall situation of the contradictions between the letters and visits from the grassroots in Chongming District,taking the process of solving the contradiction of letters and visits in H town as an example,it is found that there is not an imperfect cooperation mechanism between government departments in the process of solving the contradiction of letters and visits in H town,There is a lack of motivation for non-governmental governance bodies to participate,and they do not take the initiative to deal with the contradictions between petition and petition,the number of repeated and abnormal petitions is high,and the effectiveness of source resolution is not obvious,the degree of information disclosure on petition and petition governance is low,and the Information asymmetry between the bodies is low The main reasons for the problems lie in the vague definition of the working standard of petition at the grass-roots level,the lack of legal support for the participation of social forces,the need to improve the ability of the main body of governance,and the lack of a mechanism for sharing governance resources.Finally,on the basis of the study,from the promotion of the standardization of Inter-governmental departments,to strengthen social participation in the coordinated governance of the contradictions between letters and visits supporting system design,to enhance the effectiveness of governance subjects,this paper makes some suggestions on how to solve the problems at the grass-roots level in Chongming District.
