Research On Improving The Working Mechanism Of Letters And Visits In Y City

Content:Since entering the 21st century,letters and visits and issues related to letters and visits have been paid more and more attention by the society,and now it has become an important and difficult point in the field of government social public management.After more than 40 years of reform and opening up,China has experienced drastic adjustments and changes in economic system,social structure,interest pattern,people’s ideas and so on.With the continuous strengthening of economic construction,the door of reform and opening up has become more and more open,and social contradictions have sprung up.The demands of the people’s letters and visits have become complex and diversified,and the number of letters and visits has also increased year by year.The existing mechanism of letters and visits is facing new challenges.Various complex current situations have great impact on the government’s coordination of interests,settlement of contradictions The ability to resolve the crisis puts forward higher requirements.This article uses research methods such as literature search,field investigation,and case analysis to analyze some of the main problems and their causes in the current complaint reporting mechanism in Y City,and proposes corresponding solutions.Through the analysis and research of the current internal working mechanism and external linkage mechanism(separation of complaint and visit,connection between complaint and investigation,and leadership visit)in the letter and visit working mechanism of Y City,this paper finds that there are the following problems:the letter and visit working team is weak,online letter and visit and other letter and visit modes are mere formality,the intersection of "complaint" and "visit" is still common,and the resolution rate of the case of connection between complaint and investigation is low,Some letters and visits are difficult to coordinate.The reasons for these problems include but are not limited to:the allocation of letters and visits agencies and personnel is not strong,the informatization level of letters and visits is not high enough,the cost of letters and visits is far lower than the cost of litigation,the credibility of mediation is not high,and complex letters and visits involve multiple departments and there are barriers to data sharing between letters and visits departments.Based on this,according to the theory of social conflict,social safety valve and social governance,combined with the actual work of the petition bureau of Y city,Y city in this paper can strengthen the construction of grass-roots petition teams,vigorously promote the construction of petition informatization,strengthen the implementation of the separation system of petition and visit,improve mediation efforts in various forms,strengthen the working mechanism of the joint conference of petition and visit,and improve the information sharing mechanism of multiple departments,Take multiple measures to improve the ability to resolve conflicts,with a view to providing useful reference for the improvement and innovation of the petition mechanism in Y City.
