| Education is always the national plan and the party’s plan,and the investment in education,as a public financial investment,is the material basis and foundation to guarantee the smooth operation of the entire education system,and is a pioneering,basic and long-term investment for the development of China.In recent years,many researchers have researched the total amount of education funding and the composition of funding sources,but on the whole,the research on education funding in Qinghai-Tibet region is at the preliminary stage of exploration,both in terms of theoretical preparation and specific countermeasures.To this end,this study takes public goods theory and human capital theory as the theoretical basis and comparative research method and historical research method as the main research methods.Through the longitudinal comparison of the changing trend and the level of input scale of education funding in Qinghai-Tibet region and the horizontal inter-provincial comparison of the level of education funding in twelve western provinces and regions,this study analyzes in depth the development of the CPC’s guarantee of education funding in Qinghai-Tibet region for a century and provides feasibility analysis and suggestions on this basis.The study found that education in Qinghai-Tibet region before the founding of New China was very slow and unevenly developed in line with the backward social pattern;The level of development of education in Qinghai-Tibet region is still low due to the concentration of productive labor and the lack of experience in running education before the reform and opening up;After the reform and opening up,education in the region has embarked on a new and sustainable development path under the strategic deployment and strong support of the Communist Party of China,and the scale level of investment in education has been expanding.On the whole,the overall level of investment in the region shows a pattern of large first and then small,and the growth rate of each source of funding shows an obvious "W" or "M" type in the early stage,and then shows an obvious trend of phase up and phase down in the later stage,and the change trend is wavy.After a century of development,education in Qinghai-Tibet region has achieved leaps and bounds,but there are problems such as excessive difference in growth rate,low participation of private education,insufficient motivation of social donation,monolithic funding source,unbalanced funding between regions,and low efficiency of funding input and output in education funding.In view of the current situation and problems of education funding in Qinghai-Tibet region,it is recommended that the central party and governments at all levels should attach great importance to the strategic significance of education funding;make efforts to improve the policy environment to promote the development of private education,and create a social atmosphere at the right time so as to increase the contribution of social donations;further increase non-financial education funding in Qinghai-Tibet region and establish a multi-channel education funding mechanism based on financial at the same time,it is necessary to improve the transfer payment system to promote the balanced development of financial investment in education between regions,so as to achieve educational equity;in addition,it is also necessary to change the traditional concept of simply expanding the incremental amount to meet the demand,establish a sound local education funding system,and formulate education funding laws and regulations to improve the efficiency of education funding input and output. |
