Digital technology-driven government organization reform and institutional innovation are important issues of contemporary Chinese government reform.In the process of digital transformation of the government,digital technology-driven government governance changes are based on technological use as the entry port,and the results of governance form are the results.The key link is to promote the development of the operation of the tier tissue towards coordinated governance.Based on data governance theory and collaborative governance theory,this article is found through literature combing and practical research.Organizing change,institutional innovation and technology empowerment as the core requirements of the government’s digital transformation.Towards the practical effects and development prospects of the reform of the digital government.Therefore,this article has established a three-dimensional coordinated analysis framework for organizations,systems and technology.While emphasizing organizational,institutional and technical collaborative interaction,this article highlights the planners and designers of administrative leadership as organizational change,system design and technical applications,and designers.It is the key to promoting the interaction of organizations,systems and technology,and the core elements that promote the integration of data governance and sectional governance.In addition,based on the complexity of government data collaborative governance itself,it is necessary to continuously organize the organization,system and technology in practical exploration,and gradually realize the formation of the collaborative governance pattern.In recent years,local governments have conducted a series of practical explorations on the construction of digital government construction around organizational change,institutional innovation,and technical empowerment.Among them,the government chief data official system is the typical practice of government organization reform and institutional innovation driven by digital technology.It provides room for empirical logic and theoretical exploration for the cooperative interaction of organizational,system and technology in the process of government data governance.Studies have found that in the pilot system of the chief data officer system of the G City Government,the adjustment and system design of the organizational structure of digital technology under the digital technology driver provides an opportunity for the formation of the collaborative governance pattern.In terms of organizational design and system goals,it has not been really implemented in the specific synergy governance actions,resulting in a practical dilemma with lack of willingness,lack of collaborative ability,poor collaborative process,and poor collaborative effect.The seemingly coordinated organizational structure and institutional arrangement still have the inertia that rely on traditional junior operating paths in specific synergy governance activities.The reason is still the non-adaptive interoperability of collaborative organization changes,institutional arrangements and technical empowerment.It is manifested as: First,the organizational structure of the form is difficult to support the collaborative operation.Data-type collaborative organizations,and extensive collaborative management models have further reduced the willingness to synergistic governance;second,institutional arrangements,the construction of the synergy system is lagging behind the development of digital technology,and it is difficult to promote collaborative actions.The two-level differentiation of digital technology and capabilities between levels and departments is difficult to ensure collaborative operations.Therefore,based on practical reflection,through the design and commissioning of the specific elements of organization,system and technology,establish and improve the government chief data officer system,in order to comprehensively implement the government’s chief data officer system,maximize the role of chief data officer,and truly realize the government’s government Data collaborative governance goals.
