Research On The Construction Of Public Legal Service System In Wulan County

The Fourth Plenary Session of the 18th CPC Central Committee proposed to establish a sound legal service system,promote the establishment of a public legal service system covering urban and rural residents,and improve the legal protection of people’s livelihood.During the "13th Five-Year Plan" period,Wulan County has been adhering to the idea of economic and social development centering on the people,constantly innovating the system and mechanism of public legal service,integrating and optimizing various legal service resources,striving to build a modern public legal service network covering the whole county,universal benefit and equality,convenient and efficient,and achieving the goal of full coverage of the county,town and village level public legal service platform construction.Public legal services played a more effective role in guiding and guaranteeing.However,since entering the new era of the 14th Five-Year Plan,Wulan County has entered a new journey of building socialist modernization.It actively promotes the all-round governance of the county according to law,strives to build Wulan,the government and the society under the rule of law,further improves the governance structure and management function on the track of the rule of law,and insists on innovative development concepts and promotes high-quality development.To meet more risks and tests with legal awareness and legal means puts forward new and higher requirements for public legal services.This paper is based on the actual situation of public legal service system construction in Wulan County,Qinghai Province,based on the research results and theoretical guidance of some domestic and foreign professional scholars on public legal service system construction,as well as the objective evaluation of the masses,cadres,employees and legal service practitioners in Wulan County.In order to comprehensively,objectively and accurately grasp the current status of public legal service system construction in Wulan County of Qinghai Province and the existing problems of institutions,personnel and funds from different angles,draw on the experience of successful cases at home and abroad,combine with the actual work of Wulan County,and seize the opportunity of vigorously promoting the construction of government by law.This paper makes a comprehensive analysis and targeted research on the problems such as the imperfect construction of public legal service policy system,the imperfect construction of institutional system,the inadequate construction of talent team,the inadequate legal service mode,and the inadequate implementation of security policies in Wulan County,and combines the theories of the new public service theory.Countermeasures such as constructing a complete and effective policy system,perfecting public legal service institutions,strengthening the construction of talent team,enriching the content of public legal services and strengthening the implementation of security policies are put forward,and reasonable suggestions are given to further improve the construction of public legal service system in Wulan County.
