Research On The Construction Of Grass Roots Public Legal Service System In S County Of Anhui Province

Under the guidance of the concept of citizen standard,our country regards serving the people as its purpose and building a service-oriented government as its goal.Based on this,the government undertakes the function of public service.The public service function of the government can be realized through many ways,among which the purchase of public legal service is one of the important ways.The government’s purchase of public legal services is an important measure to ensure the vulnerable groups to enjoy the national development dividend and realize social fairness and justice.The construction of a public legal service system is a platform for the government to provide public legal services.In2014,my country began to comprehensively and systematically build a public legal service system.In 2019,a public legal service network covering urban and rural areas has been initially established.In the same year,the Party Central Committee and the State Council put forward new requirements for accelerating the construction of the public legal service system,which affirmed the achievements my country has made in the construction of the public legal service system in the early stage.The construction of public legal service system is a platform for the government to provide public legal services.In 2014,China began to build a comprehensive and systematic public legal service system.In 2019,a public legal service network covering urban and rural areas has been initially established.In the same year,the Party Central Committee and the State Council put forward new requirements to accelerate the construction of the public legal service system,which affirmed the achievements of the construction of the public legal service system in China in the early stage.Anhui Province is following the pace of central construction and actively promoting the construction of public legal service system.At the end of 2016,Anhui Province has built a comprehensive public legal service entity platform and network platform including city,county,township and village.In 2019,Anhui provincial government actively promoted the integration and upgrading of public legal service entities,hotlines and network platforms.Under the guidance of the policies of the state,province and city,county s has established the public legal service system construction policy which is dominated by the Party committee and government of S County,the specific implementation of judicial administration organs,the cooperation of relevant departments and the full participation of social personnel.In the process of public legal service system construction,county s has achieved achievements in the basic construction of entity platform,continuous improvement of network platform,increasing legal service products and continuous improvement of citizens’ legal quality.However,there are still some problems such as inadequate implementation of policies and inadequate cooperation between relevant units,uneven distribution of legal resources and inadequate supply of legal products The lack of legal service talents,the low initiative of citizens seeking legal help,the incomplete legal service evaluation system and the irregular supervision of legal services.These problems affect the whole process of the construction of public legal service system,and the basic rights of citizens,the legitimate rights and interests of the people and the social justice cannot be effectively guaranteed.This paper intends to explore the causes of the problems and propose targeted and feasible plans based on the analysis of the problems existing in the construction of the public legal service system in S County,in order to provide decision-making reference for the construction of the public legal service system in s county and other counties with similar problems.The full text is divided into three parts(except the introduction and conclusion):The first part introduces the research plan of the topic selection;Through the investigation,we obtain the survey data of supply side and demand side of the construction of the basic public legal service system in S County,sort out and analyze the data,and reveal the current situation of the construction of the basic public legal service system in S County.The second part,on the basis of grasping the current situation of the construction of grass-roots public legal service system in S County,summarizes and analyzes the problems existing in the construction of grass-roots public legal service system in S County,and analyzes the reasons.The third part,combined with the reality of grass-roots public legal service system construction in S County,puts forward the feasible scheme and effective countermeasures.
