Administrative Approval Reform Study Of G County In Lianyungang City

With years of reform and practice,our national and provincial governments have made remarkable achievement in administrative approval system reform.In the reform process,G county has made many attempts,such as setting up a government service center,carrying out innovative measures of "pre-examination with material tentative insufficient" and "covering the lower-level administrative institution report with the higher one" as well as establishing an Administrative Examination Approval Bureau.These measures have played a positive role in improving the local business environment,transforming government functions and stimulating market vitality.Taking G county administrative examination approval reform as research object,this paper introduces the detailed reform practice like "pre-examination with material tentative insufficient","covering the lower-level administrative institution report with the higher one",“one seal approval” and “one thing”.Taking the theory of New Public Management,process reengineering and relatively centralized administrative licensing as the theoretical basis,this paper uses methods of literature analysis,data collection,comparative analysis and research on the spot to explore available problems such as imperfection of top-level design,the ineffectiveness of communication system,the ineffectiveness of the personnel management reform system,the ineffectiveness of the evaluation and feedback system of the reform results and the low-level of IT application.Based on the analysis,this paper suits methods to find resolution of high-quality top-level design,unblocked communication system,effective personnel management reform system and effective the evaluation and feedback system of reform results.At the same time,it is necessary to take internet technology and big data into administrative approval system reform,strengthen in-process and ex-post supervision,enforce the sound interaction of approval and supervening,deepening the reform of the administrative system,and giving positive play to economic development.
