Research On Government Functions In The High-quality Developmentof Building Economy

In March 2021,the 14 th Five-Year Plan was released.Having made great historic achievements of building a moderately prosperous society in all respects,our country has gradually shifted to a stage of high-quality development.During the 14 th Five-Year Plan period,we accelerated the building of a modernized economy with the theme of promoting high-quality development.With the development of cities,land space resources are increasingly scarce.To develop the city economy with high quality,the land must be used intensively.An economic form of intensive development as its essential feature is needed.Building economy is an efficient economic model generated under this background.Since the government directly participates in the formulation and implementation of policies,as well as the allocation and management of resources.It plays a decisive role in promoting the development of building economy,and directly affects the development level of regional building economy.Nanguan District,located in the central and southern part of Changchun,is the central urban area of the city and the political,economic and cultural center of the city.At present,the land available for investment in Nanguan District is less than 1 square kilometer,so how to play a leading role in the government and plan the high quality development of the building economy is the effective way for Nanguan District to break through the development bottleneck of "land limitation",give full play to resource advantages.It is a high-efficiency way to create new tax sources and new economic growth plane.Based on the actual situation of Nanguan District,this paper summarizes the core concepts and basic theories of building economy and government functions by comparing the current research results related to building economy and government functions.Through further analysis of the current situation of building economic development in Nanguan District,a series of problems are summarized,such as the shortcomings in the planning and layout of government functions,the management mechanism needs to be improved,the policy system is not complete,and the talent attraction is less optimized.In response to this,five suggestions related to government functions are proposed like strengthen the role of government functions and integrate into the new pattern of provincial and municipal development.Improve the policy guarantee mechanism and create a zone with the best business environment.Highlight the guidance of layered policies and strengthen the growth pole of industrial clusters.Build "one center,one platform,one system".Select the "three pilots" and implement the "three actions".It has crucial practical significance for optimizing the functions of regional government and improving the environment for the development of building economy.
