Research On Government Functions In The Transformation Of The Resource Economy In The Shigua District

Resource-based cities provide the necessary resources and energy for China's sustainable economic growth.However,due to the limited resources and other reasons,resources in many resource-based cities are depleted.For the reason that these cities excessively depend on resources development and related industry development,the resource exhaustion plunges the cities into the resource curse trap.Many economic and social issues are getting worse.For example,slow economic growth,leading industry recession,serious ecological damage,difficulties in improving people's livelihood and so on.Almost all resource-exhausted cities have to face these common problems.As one of the 67 resource-exhausted cities,Baotou Shiguai district has the common problems of general resource-exhausted cities,and also has its own characteristics.Through the study of the government functions in the economic transformation of Shiguai district,this paper carries out the beneficial exploration of grassroots specific work in the implementation of "better play the role of the government in the allocation of resources",which can not only provide policy suggestions for the economic transformation of Shiguai district,but also can provide valuable reference for other resource-exhausted cities.Through the field investigation and statistical analysis,this paper analyzes the individual characteristics of the typical independent mining area,such as single coal resources,serious geological disasters and prominent social problems.Through the successful experience of domestic and foreign resource cities,This paper also proposes the basic idea of the economic transformation of the exhausted cities,that is,through the effective intervention and guidance of government policies,in the investment environment in a weak situation,to stabilize and extend the industrial chain at the first,and then timely cultivation of new industries,so as to steadily promote industrial restructuring.This paper analyzes the economic transformation development and the functions of the local government in the process of transformation in the Shiguai district,proposes the problem in the economic transformation development and the local government functions including slow development in the substitution industry,difficult environmental management and inaccurate government function,and also reveals the reasons of the problem and put forward the countermeasures and suggestions for government to better play the functions: aiming at making economic transformation development strategies based on the local conditions and accurately playing the role of government in the transformation,local governments should gradually adjust the industrial structure,and digest the stable issues of society development and security issues of ecological environment to achieve economic restructuring.This paper also targeted presents that the local government should formulate the economic transformation and development strategy at first,then gradually accomplish classification refinement and introduce specific guidance policy from the industrial development,livelihood security services,social management innovation,to contribute to the economic transformation of resource-exhausted cities and to better playing the role of government in resource allocation.
