Research On Anti-monopoly Countermeasures Of China’s Platform Economy

In latest years,with the widespread use of the Internet and the creative development of digital technology,the platform economy has turned out to be a new driving power for high-quality economic development,and is conducive to promoting the flow of production factors,smoothing the circulation of the national economy,and building a new development pattern.Platform economy is a business model based on Internet and mobile Internet technology,which connects the supply side and the demand side by building a digital platform to provide users with various products and services.The rise of the platform economy has brought great impacts and changes to traditional industries,spawned new business models and industrial ecology,and become a powerful impulse for promoting the development of our national economy.In particular,in the course of the coronavirus pneumonia epidemic,the platform economy has started its fast and conspicuous development.Nevertheless,owing to the intrinsic features of the platform economy,like network effect and lock-in effect,anti-monopoly in the field of platform economy in China is confronted with a certain number of challenges and predicaments.On 7 February 2021,the Anti-Monopoly Commission founded by the State Council published the Anti-Monopoly Guidelines for the Platform Economy,which manifeseted that the Party and govenment is attaching more importance to scientifically supervising monopoly issues in this emerging field.Accordingly,in view of the existing anti-monopoly theory of platform economy and combining with the anti-monopoly practice of platform economy in China,how to comprehend and effectively deal with the monopoly problems occurring in the area will have far-reaching theoretical and realistic significance for the sustainable and long-term development of China’s platform economy.Beginning from the concepts,categories and hallmarks of platform economy,this paper summarizes the connotative meaning and content of monopoly in platform economy,discusses the internal and external reasons why platform economy tends to form monopoly,and effectively replys to the logical relationship between platform economy and monopoly.Then,by combing and comparing the figures and views in Marxism political economics and Western economics anti-monopoly theory,the considerable values and countermeasures of anti-monopoly of platform economy are set forth from a theoretical perspective.Afterwards,the third segment of the paper discusses the background of China’s platform economy anti-monopoly policy by means of development process and necessity of anti-monopoly,divides the anti-monopoly development stage of platform economy into three stages according to pertinent policy documents,and analyzes the necessities of platform economy anti-monopoly from the three layers of individuals,markets and countries.And then later,the effects of antimonopoly in the platform economy are researched from three aspects: orientation,legislation and law enforcement,and the current situation of the platform economy antimonopoly is explained linked with the existing anti-monopoly dilemma.For instance,the challenge of weighing the development and restrictions of the platform economy,the tools and rules of anti-monopoly,and the static regulation of anti-monopoly.Finally,on the basis of summarizing the above,associated with the inherent traits of the platform economy,it is proposed that the anti-monopoly solutions in this area of platform economy in China should be innovatively developed from three perspectives:improving the direction of anti-monopoly development in the field of platform economy,deepening the anti-monopoly legislative system,and optimizing the anti-monopoly governance ideas of the platform economy,so as to form an effective rules and regulations of the monopoly behavior of the platform economy and steadily boost the even better and long-term development of China’s platform economy.
