Research On The Optimal Equilibrium Between Accountability And Fault Tolerance

Accountability and Fault tolerance,as an important component of the party and state supervisory system in the context of deepening reforms across the board,are important institutional arrangements to ensure accountability and build responsible politics.To promote the optimal balance between accountability and fault tolerance is not only based on the needs of reality,but also reflects the trend of the development of the system itself.However,the conflict between accountability and Fault tolerance’s value-oriented dimension leads to the imbalance in institution-building and local practice,which constitutes the inherent tension between accountability and fault-tolerance.The existing research often revolves around the power norm to ensure the coordinated development of accountability and fault tolerance,but relatively neglects the positive role of responsibility on accountability and fault tolerance.In this paper,“Accountability and fault tolerance” as the object of study,to promote the optimization of the balance between the two.First of all,the“Accountability and fault-tolerant” related concepts and theoretical basis of the interpretation,clear“Responsibility”,“Accountability” and“Fault-tolerant” specific connotation,this paper analyzes the relationship between accountability and fault-tolerance from the perspective of responsibility,digs into the political theory of responsibility and fault-tolerance thought,and lays a foundation for the development of accountability and fault-tolerance.Secondly,by grasping the balanced situation of accountability and fault-tolerance in practice and exploring the mechanism of the balance of accountability and fault-tolerance according to the triple realm of the integration of responsibility and system in theory,build a balanced foundation of accountability and fault tolerance.Thirdly,according to the inherent tension between accountability and fault-tolerance in the system construction and local practice,the deep root of the contradiction and the obstruction of the balance between accountability and fault-tolerance are explored.Finally,according to the whole frame of responsibility politics,we find the path choice of the balance between accountability and fault-tolerant optimization.Accountability and Fault tolerance’s incentive mechanism to ensure the realization of responsibility are dialectically unified in nature,with both consistency of intrinsic value and sharp boundaries.On the one hand,it examines the development trend of accountability and fault tolerance.The evolution of accountability and fault tolerance from an extreme emphasis on accountability,to the gradual inclusion of fault tolerance factors,and eventually towards equilibrium,on the other hand,according to its historical development trend,it has gone through four stages of recovering responsibility,discovering the malpractice of imbalance,breeding the sprout of fault tolerance,and promoting reasonable equilibrium,combining the triple realm of responsibility and system integration,it emphasizes that accountability and fault tolerance originate from responsibility,face responsibility and take the construction of responsible politics as guidance.These two aspects together constitute a balanced basis for accountability and fault tolerance.However,since the reform and opening-up,the inherent conflict between accountability and Fault tolerance’s value orientation,such as stability and reform,result and behavior,restraint and incentive,has caused the imbalance between institution building and political practice.From the perspective of responsibility,we should reflect on the maladies of the system,strengthen the balanced foundation of accountability and fault-tolerance,do a good job in guiding the idea and innovating the system,and seek an effective way to bridge the internal tension of accountability and fault-tolerance in the path of constructing the responsibility politics,the balanced obstruction of accountability and fault tolerance should be solved from the three dimensions of concept,structure and action,and the path choice of the balanced optimization of accountability and fault tolerance should be constructed to promote the construction of the politics of responsibility in our country.In a word,the institutional innovation around“Responsibility”,an important value of human society,can enhance the synergy of the system and give full play to its advantages.Developing the system arrangement with responsibility as the core,carrying forward the leading role of the concept of responsibility standard,reshaping the concept of responsibility,innovating the responsibility system,addressing both symptoms and root causes,in order to realize the responsible politics in China,we should strengthen the balanced foundation and break the balanced obstruction to realize the optimal balance of accountability and fault tolerance.
