Research On Fault Tolerance And Exemption Of Officials In The Accountability System

The main purpose of this paper is to study and sort out how to construct the faulttolerant immunity of officials in the accountability system.The accountability system of the Chinese government has achieved good results in the past dozen years,which has played a great role in cleaning up the political atmosphere.Academic research achievements are also relatively mature and rich.However,for the accountability system,fault tolerance and exemption from liability is an aspect that has been neglected.Today,when the system and norms have been improved,the phenomenon of lazy government and inaction still exists.At present,the reform and innovation being vigorously promoted cannot achieve the expected effect because officials are afraid of accountability.Officials unavailability process should be strict supervision,but at the same time,they are limited because of their ability,the complexity of the reality and the existence of some of the force majeure,unable to completely avoid mistakes in the process of the first try to explore,in their judgment,and do something quickly need time,officials of the protection of the legitimate rights and fault-tolerant liability to administrative remedy is in order to further improve the accountability system.As the core part of system construction,the establishment of fault tolerance and exemption from liability needs to present flexible policy documents according to local characteristics on the basis of macro guidance to the reality,so as to avoid one-size-fits all situations.This paper also analyzes and summarizes the fault-tolerant disclaimer policy texts in recent years and the disclaimer cases announced in various places,to understand the actual implementation situation in practice,and to find out the achievements and problems that still need to be improved.Although the system construction of fault tolerance and exemption from liability is gradually appearing in the public field of vision,its acceptance and implementation still need to be improved,which requires not only the attention of government organs themselves to fault tolerance and exemption,but also the tolerance of mistakes and encouragement of innovation in the whole society.For the implementation of a fault-tolerant liability provides a unified policy leading,using fault-tolerant exemption list to escort for innovation entrepreneurship officials,so as to perfect the system of program specification fault-tolerant exemption process,at the same time to facilitate the construction of government information disclosure and the filing system in advance,while we will continue to strictly party,let the general public to government agencies and their staff work with objective evaluation,is further perfect of accountability,also helps to achieve the goal of the construction of responsible government.
