Research On Fault Tolerance In The Process Of County Party Committee Inspection

Since the 18 th National Congress of the Communist Party of China,the inspection work has been carried out intensively under the leadership of the Party Central Committee,new ideas and measures,such as“One center”,“Four efforts”,“Two responsibilities”and“One discipline and one rule”,are put forward in the regulations on inspection work of the Communist Party of China.The Party Central Committee has fully completed the inspection coverage,party committees at all levels,department party groups have carried out a thorough inspection work,and have achieved significant effect.However,some cadres do little for fear of making mistakes,resulting in the phenomenon of “ Lazy administration and neglect of government”.For this,the 2016 Government work report propose to improve the fault-tolerance and error-correction mechanism,for supporting and encouraging new era reform innovators,as well as entrepreneurs.In recent years,the inspection work has been carried out in an orderly manner in the county-level city where I work.During the inspection,some cadres have been found to be in violation of discipline and law,and have been investigated and punished according to relevant laws and regulations.The inspection has a deterrent effect on the local area,and form a clean political atmosphere.However,while improving the social atmosphere,some cadres have a sense of fear of difficulties.Some cadres fear the accountability from work mistakes,they worry that the more they do,the greater probability of making mistakes in their work.Therefore,they only do the work that the leaders arrange,dare not say their own views,dare not to innovate.For work they can do less,never do more.This phenomenon greatly reduces the effectiveness of inspection,which is disadvantage to conduct the local work efficiently,and even affects economic development.The research object of this paper is the inspection of County Party Committee,taking county A for example,and drawing lessons from the policy research at provincial and municipal levels.This paper adopts the method of literature study,case analysis and on-the-spot interview.Through consulting electronic and paper data,we can know the history,significance of inspection work and the application of fault-tolerant mechanism.Based on practical work,analyze classic cases in inspection and interpret the effect of fault-tolerance.Conduct interviews with personnel of the inspected units to find the problems existing in the inspections.This paper analyzes and studies the inspection work of county-level committee,and the fault-tolerance mechanism,for improving and perfecting the fault-tolerance mechanism.The specific ideas of this thesis are as follows: First of all,through reading relevant literature and linking with the practice,it states the social background,conducts a brief overview of domestic and foreign inspection and fault-tolerance research.Secondly,it finds and analyzes the shortcomings in the process of County Party Committee inspection,for example,the fault-tolerance standards are vague,the execution process is not standardized,the procedural design of the fault-tolerance mechanism is not perfect,practical operability is difficult,the fault-tolerance content is not specific,the fault-tolerance atmosphere is not strong,the fault-tolerance execution subject is single,and the transparency of the fault-tolerance acceptance results is not high.Finally,according to the development practice and research results of county-level committee,from some aspects such as perfecting fault-tolerant mechanism,establishing fault-tolerant typical case demonstration mechanism and strengthening relevant policy training,this paper probes into and puts forward some countermeasures and suggestions on the fault-tolerant mechanism of the inspection of the county-level committee.
