Research On The Practical Dilemma Of Community Governance Platform

Grassroots community governance is the focus of social governance and the foundation for modernizing the national governance system and governance capacity.In order to better cope with the increasing uncertainties in the process of social development,and to reconcile the multidimensional contradictions between the urbanization process,the diversified orientation of people’s values,and grassroots community governance,the establishment of the street social work station as the starting point,the community governance platform A wave of practice has quietly emerged,gradually becoming a new paradigm of community governance.This paper takes the social work station of S street in the high-tech zone of C city as the research object,uses the theory of organizational ecology to explain the process of the community governance platform through establishment,development,and encountering bottlenecks.Through theoretical dialogue and practical research,it focuses on the practical difficulties of the community governance platform.That is,"why does a community governance platform with remarkable governance effects face so many difficulties in practice" ? In this regard,this paper constructs a "situation-process" analysis framework to explain the dual institutional logic behind the community governance platform: first,the development zone system has established the core position of the priority economic development in the zone,but in the face of supply pressure and governance When facing difficulties,the development zone has to transition its development goal from "economic priority" to "economic priority,taking into account governance".The supply input needs of the system are the prerequisites for the government to purchase services in S Street.Second,the government purchasing service system has updated and reshaped the relationship between the government and the society.On the one hand,the governance structure has strengthened the government’s authority and created a pressure-based bureaucratic governance orientation;on the other hand,social organizations at the end of the power structure have to Undertake pressure-type tasks that are transferred from top to bottom.The study found that the practical dilemma of the community governance platform is the product of the dual institutional logic of the development zone system and government procurement of services.The paradox of "giving priority to economy and giving consideration to governance" in the development zone system development and the contradiction of "giving priority to governance and giving consideration to fairness" in governance have caused the suspension of the system,and the direct consequence is the failure of governance objectives;The essence of government procurement of services strengthens government authority,shifting stressful tasks down the hierarchy.Social organizations based on resource dependency relationships often sacrifice "autonomy" and are forced to give way to "control",resulting in a lack of embedding in resources,capabilities,and cooperation,leading to poor governance performance.Looking at the "rise" and "bottleneck" of the community governance platform practice in S Street,it is undeniable that the community governance platform,as a major exploration to realize grassroots governance innovation,has practical significance and theoretical value far beyond the scope of social work and community governance.Regarding its development direction and future direction,it should try to repair system defects,promote multi-dimensional co-governance,realize governance coordination,and then restore the benign operation of the community governance platform,and make the community governance platform a multi-level,all-round,wide-ranging,and three-dimensional Multilateral public service supply platform.
