Under the background of the central government’s emphasis on "the number of staff supported by the finance should only be reduced rather than increased",local governments still employ a considerable number of extra-staff through labor dispatch and personnel agency and other forms to break through the rigid staffing constraints,so as to alleviate the contradiction between staffing shortage and practical demand.Extra-staff employment is not a unique phenomenon at a certain level and a certain region,but a common situation faced by local governments.By sharing part of the administrative functions,the extrinsic staff can meet the demand for public services and become an important guarantee for local governments to perform their duties.In recent years,with the continuous development of economy and society and the deepening reform of public institutions,the number of local governments who need to fulfill their duties is increasing,and the scale of the extra-staff is constantly expanding.This phenomenon intensifies the financial burden and also causes many public governance problems.Therefore,the scale of extra-staff has attracted much attention.In this paper,the Q City Auxiliary Police was selected as the observation object to analyze the problem of expansion of the scale of non-staff personnel.Under the reality of the increasing workload of urban security services and the shortage of police resources in public security organs,auxiliary police are widely distributed in front-line posts as a supplement to police forces,which is representative to a certain extent.Q City is one of the first 14 open coastal cities in China.It is also located in the Beijing-Tianjin-Hebei metropolitan area and the Bohai Sea Rim city group.With its favorable natural environment and geographical advantages,Q City has become a popular resort and sports city for tourists.In order to ensure the stability of public security during the tourist peak period,Q City implemented the summer security system.During the tourist peak season and the competition period,the police of the whole city was concentrated to strengthen the public security patrol,requiring a large number of auxiliary police.In addition,I also synthesized the factors of convenient and smooth interpersonal relationships in the process of conducting research and interviews due to work relationships.In view of the above considerations,the field of Q City Auxiliary Police constitutes the best typical field to study the expansion of the scale of non-staff personnel in local governments.Through the investigation of the auxiliary police field in Q City,it is found that non-staff personnel have played a positive role in ensuring the government’s ability to perform their duties and optimizing government staffing,but the expansion of the scale of non-staff personnel is also accompanied by practical problems such as difficult management and heavy financial burden,which makes local governments face governance pressure.Exploring the reasons for the expansion of the scale of non-staff personnel can curb the disorderly expansion of the scale of non-staff personnel from the source and avoid the governance problems caused by it,and the research on the reasons for the expansion of the scale of non-staff personnel constitutes the core focus of this paper.Studies have explained the reasons for the emergence and expansion of non-staff personnel from the perspectives of history,government functions,and loopholes in preparation management and budget constraints.Based on the previous grassroots research and interviews,this paper attempts to use the theoretical resources of "entrustment-agency" to carry out research through the combination of theory and practice,and analyzes the "entrustment-agency" relationship between local governments and non-staff personnel in the behavior of non-staff personnel,and how the two sides stimulate the expansion of the scale of non-staff personnel in the game.It is found that local governments(clients)have generated the demand for non-staff personnel in the contradiction between evolving administrative responsibilities and stable and rigid establishment constraints.Non-staff personnel(agents)take the initiative to work in government departments based on their own interests;Weak government constraints have opened up various channels for the expansion of non-staff personnel,both implicit and explicit;The initiative of the staff has led to a continuing shortage of staff.In this regard,this paper believes that it is necessary to curb the disorderly expansion of non-staff personnel from the macro level,and at the same time strengthen the construction of non-staff teams by optimizing the management system and salary incentive system of non-staff personnel,so as to maximize the positive role of non-staff personnel in local governance.
