| This article focuses on U.S.-Pakistan relations under the Biden administration.During the Biden administration,the relationship between Pakistan and the United States has been focused on strengthening cooperation in areas such as counter-terrorism,regional stability and economic development.Generally speaking,the US-Pakistan relationship depends on the national interests of the two countries.When the two countries have similar goals,the two countries tend to cooperate;when the interests of the two countries conflict,they will adopt a competitive posture.One of the key issues that has historically affected US government cooperation with Pakistan has been the peace process in Afghanistan.The United States has been seeking Pakistan’s support in encouraging the Taliban to negotiate a peaceful settlement with the Afghan government.The United States appreciates Pakistan’s role in facilitating peace talks and encouraging Taliban participation in peace talks.In addition,the key to cooperation between the two countries has always been in the field of counterterrorism.The United States acknowledged Pakistan’s efforts to combat terrorism and stressed the need for continued cooperation to combat terrorism and violent extremism in the region.At the same time,economic cooperation is also a priority area of cooperation between the two countries.At one point,the United States expressed its support for Pakistan’s economic development and pledged assistance to help the country recover from the economic impact of the new crown pneumonia epidemic.Overall,recent US-Pakistan relations are as unstable as they have been in the past 75 years.For a period of time after the September 11 incident,due to the relationship between Pakistan and Afghanistan’s neighboring countries,Pakistan once became one of the important cooperative partners of the United States.Pakistan has a long border with Afghanistan.Pakistan can provide a supply base for the US military,which is very helpful for US operations in Afghanistan.This period can be regarded as the "honeymoon period" of US-Pakistan relations.However,once the Taliban takes over Afghanistan,the relationship between the United States and Pakistan will become cold.The United States even believes that Pakistan is supporting the Taliban in Afghanistan,and often accuses Pakistan of providing a safe haven for the Taliban in Afghanistan.In recent years,US-Pakistan relations have been in an unstable state.During the Trump administration,US-Pakistan relations experienced a transition from flat to good,but the relationship between the two countries in the early days of the Biden administration once dropped to a historical freezing point due to Pakistan’s attitude on the conflict between Russia and Ukraine.Imran Khan was elected prime minister of Pakistan in 2018 and has pursued a more anti-American policy at home.Imran Khan accused the United States of interfering in other countries’ internal affairs and helping other political parties and the military in Pakistan,calling for regime change.On February 24,2022,the day Russia announced the opening of special military operations against Ukraine,Pakistani Prime Minister Imran Khan visited Moscow and held talks with Putin.This incident further escalated the already tense US-Pakistan relationship.After the fall of Imran Khan’s government due to the political crisis,the U.S.-Pakistan partnership has been weakened as he criticized the Biden administration for freezing $7 billion in U.S.funds in Afghanistan and refusing to provide military bases for U.S.Counter terrorism operations in Afghanistan.Basic end.After Imran Khan stepped down,Pakistan established a new government,and USPakistan relations entered a new stage.In May 2022,the new Foreign Minister Bilawal Bhutto visited the United States and met with Secretary of State Anthony Blinken.Bilawal Bhutto said,"We look forward to improving relations with the United States." He believes that the United States has less interest in establishing a close diplomatic relationship with Pakistan after the withdrawal of troops from Afghanistan.In October 2022,the Biden administration released a national security strategy report,which mentioned that Pakistan is no longer a key player in the US world plan.But as a recent report by some former Pakistani diplomats and experts suggests,the United States does not have to choose between "providing substantial security and economic assistance to Pakistan" or "severing ties with the country." It makes sense to maintain a modest partnership based on shared interests,which would also allow the United States to maintain its diplomatic influence around the world.Despite differences in areas such as human rights and democracy,Pakistan and the United States should work to strengthen their relationship and cooperate on key issues of mutual concern.This article is divided into five chapters.The first chapter,the introduction,mainly introduces the research background,research questions,main points of view,research significance,research purpose,research methods and theoretical framework of this article,and at the same time sorts out the past Chinese and foreign literature.The second chapter systematically discusses the US-Pakistan relationship during the Biden administration from four aspects: the international background,the regional background,the US-Pakistan relationship during the Trump administration,and the adjustment of the US-Pakistan relationship during the Biden administration.The third chapter analyzes the reasons for the adjustment of US-Pakistan relations during the Biden administration from the perspectives of foreign factors and domestic factors.The fourth chapter analyzes the changes in the relationship between the two countries after adjustment from three perspectives: the impact on the two countries,the impact on the international situation and the impact on China.Chapter five presents the author’s research conclusions. |
